Bellingham Technical College invites applications for one full-time regular Fiscal Technician IV. This position reports to the Controller. It is anticipated to begin in March 2025. This position will perform or be responsible for repetitive fiscally related duties in a computerized environment. Incumbents may be assigned to one specific function or perform duties in more than one functional area, such as: Accounts Payable, Accounts Receivable, Purchasing, Grants, Student Financials, Cashiering and General Accounting, or rotate from one functional area to another.

General Position Duties & Responsibilities:
- Prepare, review, verify, and process accounting documents and fiscal transactions;
- Maintain accounts and records; authorize and enter fiscal transactions;
- Prepare, verify and control input being processed, including responsibility for input;
- Review and verify fiscal reports for accuracy;
- Investigate and correct errors to ensure compliance with established procedures and policies;
- Perform computing, calculating and manual or automated posting of financial, statistical, and other numerical data to maintain accounting, budgeting, cashiering, and purchasing reports, and record details of business transactions in a computerized environment, including Excel;
- Answer a variety of questions and handle potentially stressful situations with a diverse population in a courteous and professional manner;
- May direct the work of others;
- Perform related duties as required.
Specific Position Duties & Responsibilities:
- Process and reconcile campus bookstore accounts payable transactions, daily sales transactions, instore rentals, student financial aid purchases and assist with inventory reconciliation;
- Work collaboratively with bookstore manager to troubleshoot Veriphone System and credit card transaction reconciliation;
- Process payroll ACH and payroll vendor voucher payments;
- Audit daily cashiering transactions;
- Process EFT and ACH receivable payments into accounting system;
- In collaboration with the Principal Accountant, track, maintain, update system and tag fixed assets;
- Run queries in PeopleSoft to create reports for reconciling, reporting, reviewing, adjusting and correcting general ledger data;
- Post journal entries into the general ledger;
- Communicate information to college staff, students, and third-party organizations via phone, email, mail, or in person, providing consistent and accurate information while following the FERPA guidelines;
- Research, reconcile and resolve student 1098T inquires;
- Serve as back up for accounts payable.
- Submit service desk tickets to SBCTC and coordinate resolution of system issues;
- Perform other duties as required.
Physical Work Environment: Typical office setting, which requires up to 7 hours per day of data entry using a variety of software; ability to sit and stand for long periods of time; frequent need for oral, written and auditory communication; frequent use of computer and mouse; some stooping, bending, twisting and lifting up to 10 pounds; finger manipulation, typing, grasping, repetitive motion; working in an open office environment with frequent interruptions and distractions; thinking clearly in emergency situations; exercising independent judgment in gathering, arranging, and evaluating, diversified data.
Qualifications
Minimum & Essential:
- High school diploma or equivalent (GED), AND some college level accounting or bookkeeping AND two years of full-time experience as a Fiscal Technician III, or equivalent, including experience using accounting-related software and Excel.
- An Associate of Arts or Applied Science Degree, or equivalent, in accounting or business may substitute for one year of required experience.
- Equivalent education/experience may substitute for some minimum qualifications.
- This position requires the ability to work under pressure, meet deadlines and accommodate numerous interruptions while performing multiple tasks.
- Experience providing customer service via phone, email and in-person.
- Experience documenting and updating information in electronic format to maintain accurate and complete records.
Preferred Qualifications:
- Associates or Bachelor’s degree in accounting, business or closely related field from an accredited college or university.
- Experience with PeopleSoft Accounting Software or experience in a higher education finance department.
Supplemental Information
Salary, Benefits and Work Schedule:
Current salary is in accordance with the negotiated agreement with the Bellingham Education Support Team (BEST), Range 8, $ $4,261 per month ($24.49 per hour, $51,132 annual), with annual increments to $5,351 per month ($30.75 per hour, $64,212 annual) after five years of BTC experience in this position.
These position(s) receive 8 hours per month of sick leave, start out at 10.67 hours per month of vacation leave, 24 hours of personal leave per calendar year, and 12 paid state/college holidays per calendar year. Benefits also include a Washington State insurance package including medical, dental, vision, life insurance, and long-term disability; a retirement benefits package, with choice between the Public Employees Retirement System (PERS) Plan 2 or Plan 3 (Note: Current, retired or former members of a Washington State Retirement System plan should contact HR for their specific retirement options). Additional optional benefits include ability to participate in a medical Flexible Spending plan, Limited Purpose Flexible Spending plan, or Health Savings Account; Dependent Care Assistance; discounts for automobile and homeowner insurance; tuition waiver; two voluntary investment (not matched) programs - TIAA (403b) or the State Deferred Compensation (457) plan; Employee Assistance Program (EAP); up to 21 days of military leave; up to 5 days of paid bereavement leave, up to 3 days of paid parental/adoption leave, paid civil/jury duty, ability to participate in a shared leave program; up to 2 days of unpaid holiday for reasons of faith or conscience. NOTE: Benefits and compensation are subject to collective bargaining agreement (CBA) with Bellingham Educational Support Team (BEST). Current BEST CBA and benefits are for period of July 1, 2023-June 30, 2026.
The regular work schedule is generally Monday through Friday, 8:00 a.m. to 5:00 p.m., but may be scheduled during the 7 a.m. to 6 p.m. workday; may require some overtime hours. The position will be expected to work onsite full-time with the possibility of hybrid remote work in the future.
