The Position

Beltrami County is creating an eligibility list for a Public Safety Telecommunicator I or II. The current openings are for permanent, part-time, benefited positions working 40 hours per week.

Public Safety Telecommunicator I candidates will participate in an extensive training program designed to qualify them for the position of Public Safety Telecommunicator II upon successful completion of the training and one year of employment.

Performs intermediate technical work receiving, classifying, processing, and dispatching emergency service calls, receiving, recording, and forwarding non-emergency service calls, preparing and maintaining records and files, and related work as apparent or assigned. Work is performed under the moderate supervision of the Public Safety Telecommunications Supervisor.

  • Public Safety Telecommunicator I : hiring range is $25.32 to $27.67 per hour with a full range of $25.32 to $32.07 per hour.
  • Public Safety Telecommunicator II : hiring range is $28.45 to $31.09 per hour with a full range of $28.45 to $36.04 per hour.

Education and Experience

Public Safety Telecommunicator I : Salary range $25.32 to $32.07 per hour

  • High School Diploma or equivalent and
  • Three years of work experience in any occupation.
  • Public Safety Telecommunicator II : Salary range $28.45 to $36.04 per hour

  • Two years of post-secondary education, preferably in communications officer (dispatch), law enforcement, criminal justice, corrections, emergency medical services or nursing specializing in emergency room or emergency care and
  • Two years of work experience (at least six months in one or more of the previously listed disciplines).
  • Four years of full-time equivalent experience working in communications / dispatch, corrections, law enforcement, emergency services or a related crisis assistance position and
  • An additional two years of work experience in any discipline.
  • Preference will be given for rapid data entry, report writing and multi-tasking experience.

    Job offer contingent upon successfully passing a drug screening, psychological exam and background check.

    Qualification Requirements

    To perform this job successfully, an individual must be able to perform each essential function satisfactorily.     Essential Functions

    Answer, prioritize, and dispatch all non-emergency and emergency 911 calls; provide pre-arrival instructions for any emergency actions; provide counsel and reassurance to callers and walk in traffic.

    Transmit and receive on multiple channels all radio traffic for police, sheriff, fire, ambulance state patrol, Department of Natural Resources, border patrol, emergency medical service, public work, tribal groups, schools, hospitals, airport, and other local, state, and federal agencies.

    Generate case files for documentation of calls and actions taken; confirm, maintain, validate, and file all paperwork on individuals involved in calls.

    Maintain and update geographical knowledge of county and surrounding areas, and law enforcement and fire response assigned to service areas.

    Maintain and update proficiency of multiple computer software programs used to receive and dispatch calls.

    Monitor security cameras, elevator, fire and panic alarm systems for all Beltrami County facilities and related agencies.

    Maintains current standards of operation, terminology, contacts, and emergency / non-emergency policies and procedures; attend training to maintain certifications.

    Knowledge, Skills and Abilities

    Thorough knowledge of the methods of operating the emergency and non-emergency communications system; thorough knowledge of dispatching procedures; thorough knowledge of FCC regulations and radio systems; thorough knowledge of Incident Command System; thorough knowledge of the geography of the county and location of important buildings; ability to type at a reasonable rate of speed; ability to speak distinctly; ability to operate all communications equipment; ability to deal courteously with the public under stressful conditions; ability to establish and maintain effective working relationships with associates and the general public.

    Physical Requirements

    This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires stooping, kneeling, crouching or crawling and occasionally requires walking and tasting or smelling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and / or to make fine distinctions in sound; work requires preparing and analyzing written or computer data and using of measuring devices; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

    Certification in BCA Portals, CPR / First Aid, Criminal History, First Responder, Emergency Medical Dispatch, Suicide Intervention, Crisis Negotiation within one year of hire.
