Range for Applications Analyst I (Non-Exempt) :

68,702 to $98,146 (Hiring Target Range is $68,702 to $81,788)

Range for Applications Analyst II (Exempt) :

83,130 to $118,757 (Hiring Target Range is $83,130 to $98,964)

Range for Applications Analyst III (Exempt) :

100,587 to $143,695 (Hiring Target Range is $100,587 to $119,746)

The primary purpose of this position is to apply standard principles, theories and concepts to bridge the gap between functional users and technical developers to ensure that the functional capabilities of the District's systems are optimized. The position analyzes user requirements and contributes to the development of solutions to moderately complex problems, completes work on projects or tasks, and establishes or implements new or revised system requirements or procedures. Acts as a resource for system users providing direction, training and guidance for less experienced staff.

Accountabilities

  • Support the District's mission to serve our customers and foster a positive workplace by personally choosing behavior aligned with our values and ethical code.
  • Improve system functionality by providing understanding of data and process flows within applications and performing user needs analysis.
  • Ensure timely information is available to users by using system appropriate tools to create and schedule queries and reports.
  • Ensure stable applications by assisting in the execution of test plans in the appropriate environment.
  • Ensure adequate user documentation by reviewing business processes and assisting in maintaining correlation between processes and documentation.
  • Ensure assigned systems are properly documented by assisting in the design of interfaces, data models, relational diagrams and software enhancement specifications.
  • Ensure that the functionality of applications is properly utilized by assisting in the creation of training materials and the execution of training to users.
  • Ensure application data accuracy by monitoring systems and either correcting data using the application, instructing users how to correct the data using the application, or when necessary writing SQL (to be reviewed and executed by appropriately experienced staff) to correct data outside the application.
  • Ensure the efficacy of robust, departmental systems by monitoring the industry trends, conducting reviews of technical manuals and release notes, and recommending needed patches and upgrades.
  • Deliver accurate and timely resolution to daily production issues by troubleshooting and providing effective and timely solutions.
  • Ensure the District meets obligations to protect the privacy of employee and family member health information (known as Protected Health Information or PHI) by complying with the Health Insurance Portability and Accountability Act of 1996 (HIPAA) and adhering to all related District policies and procedures relating to HIPAA Privacy and Security.
  • Complete special projects and other duties as assigned to meet team, department and organization goals.

Level II Additional Accountabilities

  • Improve system functionality by providing understanding of data and process flows within applications; performing user needs analysis and workflow / business process analysis and guiding the maintenance of application setup tables.
  • Ensure timely information is available to users by using system appropriate tools to create and schedule queries and reports and analyzing reports to ensure integrity of data.
  • Ensure application data accuracy by monitoring systems and either correcting data using the application, instructing users how to correct the data using the application, or executing SQL to correct data outside the application.
  • Ensure stable applications by developing test plans and coordinating execution of test plans in the appropriate environment.
  • Ensure adequate user documentation by reviewing business processes and coordinating the creation and maintenance of documentation that correlates to processes.
  • Maintain application security by administering user rights as defined by the system owner and approved by the District Auditor.
  • Level III Additional Accountabilities

  • Optimize system functionality by providing in-depth understanding of data and process flows within applications; performing user needs analysis, workflow / business process analysis, guiding the maintenance of application setup tables, maintaining change management tracking of application setup tables.
  • Assist in the integration of the system application with other related District business systems by defining interfaces between applications in cooperation with IS Developers and other affected system owners / analysts.
  • Minimum Qualifications, Experience and Certifications

    Required :

    Applications Analyst I

  • BA / BS in Management Information Systems, Computer Science or field related to functional area
  • At least 0 - 2 years of Applications Analyst experience. Prefer 2 years specific functional support (e.g. Applications Specialist) level experience with the relevant application
  • Applications Analyst II

  • BA / BS in Management Information Systems, Computer Science or field related to functional area
  • Three (3) to four (4) years of Applications Analyst level experience with the appropriate applications
  • Applications Analyst III

  • BA / BS in Management Information Systems, Computer Science or field related to functional area
  • Five (5) to seven (7) years of applications analyst level experience with the appropriate applications
  • Education Substitutions :

  • In lieu of BA / BS, a minimum of an AA / AS is required with 2 additional years of directly related experience and an approved job-related certification
  • Analyst Certification required if substituting additional experience plus AA for BA / BS degree
  • Knowledge, Skills and Abilities :

  • Ability to stay current with technology and apply training and experience to real world problems
  • Ability to learn functional work processes of electric utility sufficient to apply functional process understanding to system technical capabilities.
  • Aptitude and initiative to understand the inner workings of applications
  • Strong communication, interpersonal, and facilitation skills.
  • Intermediate MS Office skills, including Word, Excel, Access, and PowerPoint
  • Familiarity with project management and system diagramming software including MS Visio and Project
  • Working knowledge of relational database concepts
  • Working knowledge of a client-server environment and utilizing three tier architecture
  • Working knowledge of web server application environments
  • Demonstrated effective team member skills with the ability to coordinate multiple tasks and resources
  • Knowledge of, or the ability to learn, tools necessary to support assigned applications
  • Level II Additional Knowledge, Skills and Abilities

  • Ability to solve technical problems that require innovation and ingenuity
  • Working knowledge of District departments and their functional needs
  • Basic project management skills to work with project managers to implement and maintain systems
  • In-depth knowledge of a client-server environment and utilizing three tier architecture
  • In-depth knowledge of web server application environments
  • Ability to use SQL or scripting to provide required reporting, application maintenance, including metadata and database schema modifications and system performance tuning using application toolset, developer provided programs and database access tools
  • Successful completion of the District's approved leadership program for the position may be required as needed
  • Level III Additional Knowledge, Skills and Abilities

  • Advanced knowledge of a client-server environment and utilizing three tier architecture
  • Advanced knowledge of web server application environment
  • Project management skills; act as a technical lead or internal consultant on projects and regarding business systems.

  • Attendance : Consistent need to attend work at the job site or work location. Frequent or constant need for punctuality.
  • Physical Effort : Frequent periods are spent standing or sitting in the same location with some opportunity to move about. or occasionally there may be a requirement to stoop or lift light material or equipment (typically less than 8 lbs.).
  • Environment : Located in a comfortable indoor area, with occasional requirement to visit an external job site. Any unpleasant conditions would be infrequent and not objectionable.
  • Hazards : There is occasional exposure to hazards or risk of injury that are generally protected against or predictable.
  • Sensory Attention : Typically requires regular use of one or more senses of medium intensity and long duration. Position requires color vision.
