GIS Manager will supervise, plan, and participate in a wide variety of advanced level professional duties, related to coordinating data management and integration efforts for a complex urban land information system. Will design, maintain, and document GIS databases and applications. Provide technical expertise to support various departments and the public and perform a variety of advanced GIS tasks in assigned area of responsibility. Employee supervision includes hire selection, training oversight, performance assessment, coaching, disciplinary, and termination actions.DUTIES AND RESPONSIBILITIES
1. Assign, direct, train, develop and review the work of subordinate employees; evaluate employees’ work performance; plan, schedule and coordinate work operations; solve problems related to the work supervised; determine material, equipment and facilities needed; support development opportunities for GIS staff; meet with employees to identify and resolve problems.
2. Perform supervisory and advanced professional level staff assistance and coordination in support of GIS programs, databases and applications; provide training and education in GIS application usage and mapping.
3. Oversee the development and maintenance of the ArcGIS Online application in conjunction with building mapping services.
4. Oversee the maintenance of a complex integrated urban land information system to support development monitoring, forecasting and estimation systems.
5. Design, develop and integrate and manage complex geographic databases and related tables, forms and reports to support regional planning, asset management, capital project improvement, and public safety data and application workflows.
6. Perform advanced, difficult technical research and analyze complex GIS related problems, evaluate alternatives and recommend effective courses of action.
7. Consult with employees and/or project partners to define scope; translate business requirements into technical requirements and produce conceptual models; prepare time, cost and schedule estimates for the development and implementation of GIS related requests.
8. Develop, implement, and maintain specialized geographic databases, utilities, applications, forms and reports; perform complex GIS analysis, develop GIS models, prepare maps and other GIS-related products to support regional planning processes.
9. Oversee and coordinate the ongoing development and maintenance of GIS database and application tools.
10. Provide technical support for GIS software; conduct research to assess GIS related challenges, evaluate alternatives and recommend effective courses of action; design, develop, and document GIS applications.
11. Prepare and maintain technical documentation of database and geoprocessing programs and procedures; prepare and manage metadata; maintain accurate and organized records. Prepare database and procedural documentation, written reports, summaries of analyses, and other data maintained by the County.
12. Use computer hardware and GIS software to analyze data and develop models to solve complex issues, to prepare reports, tables, and maps, and to summarize the results of the GIS analysis/models.
13. Assist with preparation of Requests for Proposals (RFPs) including scopes of work and project budgets; evaluate competitive project proposals and participate in the selection of consultants; manage consultant performance and ensure projects are completed on schedule and within the prescribed budget.
14. Serve as a liaison with committees, public and private organizations, community groups, and other organizations; provide information and assistance regarding GIS programs and services; receive and respond to complaints and questions relating to GIS programs; review problems and recommend corrective actions.
15. Perform job related duties and responsibilities as required or assigned.

MINIMUM QUALIFICATIONS
Bachelor's Degree in Geography, Planning, Computer Science, Information Technology, Software Engineering, or related field, and six (6) years of work experience in GIS or research-oriented field, and two (2) years of supervisory experience. Any equivalent combination related to education and/or experience may be considered for the above requirements.
ADDITIONAL REQUIREMENTS
1. Employee must successfully complete the post-offer employment medical examination and background investigation.
2. Employee must comply with the safety guidelines of the County.
3. Employee must complete required FEMA training(s) as assigned to position.
4. Employee must complete required Supervisor classes if applicable.
5. May need to possess a valid driver’s license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.
WORKING CONDITIONS
1. Work is typically performed in an indoor office environment with moderate noise levels, controlled temperature conditions and no direct exposure to hazardous physical substances.
2. Work environments may occasionally involve working around machinery with moving parts or stationery equipment.
