Office of Broadband Access and Expansion (OBAE) is administratively attached to the New Mexico Department of Information Technology (DoIT). OBAE's vision is to achieve bold, affordable broadband solutions for New Mexicans that honor the state's rich heritage and elevate quality of life for all. OBAE is tasked with developing grants, broadband projects, and providing technical assistance programs, digital equity programs, and other relevant programs to support federal and state objectives for broadband deployment.

Why does the job exist?
The OBAE GIS Project Manager ensures the geospatial information system most effectively meet the needs of the agency by identifying and making available the best data, analysis, and tools necessary for OBAE to achieve the ambitious goal of high-speed internet for all New Mexicans.
Set the highest standard of quality and excellence in the implementation of geographic information and technologies (GIT); serve as the final responsibility for the accuracy and precision of the data and analytics being produced from the GIT. Represent the agency to others as the geospatial data custodian of any data originating from the agency.
Function as the agency's Chief Geospatial Data Officer and functioning as the official data custodian for any data for which OBAE has primary responsibility for creation and maintenance.

Minimum Qualification
Bachelor's degree in Computer Science, Management Information Systems (MIS), Business Administration, or Information Technology and six (6) years of experience in software development, project management, or systems analysis, with a minimum two (2) years of experience in the PM role. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience. CAPM/PMI-ACP certification may be substituted for one (1) year of experience. PMP/PgMP certification may be substituted for two (2) years of experience.
Employment Requirements
Must possess and maintain current ID or Driver's License. Pre-employment background investigation is required, and employment is conditional pending results.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display terminal (VDT) and extensive personal computer and phone usage. Some travel may be required. Ability to lift up to 50 lbs. This position is required to respond to New Mexico Department of Health staff, and the New Mexico Department of Health Operation Center in an event of a disaster or emergency.

- Manage Geospatial Information and Technology (GIT) projects
- Interface with agency management on setting strategic priorities
- Apply project management principles including risk assessment and return on investment
- Maintain an outline of the work pipeline and budget projections for two fiscal years beyond the present
- Maintain MS Project Plan, with resource scheduling that includes both staff and contractors
- Manage contractors supporting project implementation
- Function in a business analyst capacity to ensure that functional requirements of the agency are translated into appropriate GIT work products
- Write technical scopes of work that include level of effort and resource requirements
- Coordinate system design specifications with other systems used across the agency, state, and externally
- Remain current on the GIT industry best practices and incorporate into requirements
- Represent the agency's GIS in forums that increase awareness by others, strengthen skills, and create new opportunities.
- Present the geospatial data analytics of the agency in technical presentations to other agencies, tribes, GIS professionals, constituents, and the public
- Represent the agency as a voting member of the Geospatial Advisory
- Establish collaborative relationships with other entities to most efficiently accomplish business objectives
- Mentor other GIS employees
- Contribute to Strategic Reporting documents
