What are the responsibilities and job description for the Human Resources Business Partner position at Bexar County?
Under direction but independently motivated, the position is a strategic partner to offices and departments in achieving continuous quality improvement of the human capital and the efforts of Bexar County. A subject matter expert in human resources, the position conducts duties with discretion, achieving synergy, leveraging internal and external resources to achieve organizational goals. Flexibility to achieve performance excellence in a telework arrangement.
This position is Excluded from Civil Service.
- Drives and implements change with proven ability to influence leaders to required outcomes in applying best practice principles in employment law, compliance, workforce planning, succession, engagement, total rewards, and compensation.
- Aligns County mission, vision, values, and goals with office/department strategies to drive overall objectives; provides guidance on talent management, workforce strategies, organizational design, and rewards.
- Recommends and advises business practice/work process improvements to identify opportunities for leveraging human capital; ensures all County initiatives have ROI that adds to organizational value.
- Conducts external market studies and internal analysis to ensure countywide consistency and equity, conducting desk audits of positions to enhance job analysis.
- Assist in the administration of compensation, classification, revision and maintenance of job descriptions for County positions and/or other human resources functions
- Communicates with, and advises supervisors, managers, on related services, resources, and organizational policies
- Supports annual deliverables to include budgetary cycles; performance management; rewards; benefits enrollment; learning/training, etc.
- Performs other related duties as assigned.
- Graduation from an accredited college or university with a Bachelor’s Degree in Human Resources, or a closely related field and three (3) years’ experience in Human Resources or graduate degree
- Must have a Human Resources certification in SHRM/SPHR/PHR/IPMA-HR/CEBS/CCP or successful completion of certification credentials within six (6) months from hire.
- Preferred graduate degree in business, human resources or related field
- Proven strong foundation and knowledge of principles & practice of HR including talent acquisition, employment law and compliance requirements
- Strong technological intuitiveness, leadership and interpersonal skills
- Excellent interpersonal skills and effective verbal and written communication skills
- Proven ability to effectively advise employees and management through complex and difficult issues
- Ability to thrive in an ambiguous and rapidly changing environment
- Ability to organize, multi-task and prioritize tasks
- Proven acuity in office applications, internet and database systems
- Must have valid Texas driver’s license, or have a self-reliant source of transportation to conduct business on a daily basis
- Must secure and maintain a favorable background investigation and clearance
- Must clear a pre-employment physical and a pre-employment drug screen test
- Must be able to work a non-traditional schedule including late evening hours and weekend work
- Minimum of six (6) months public sector experience
- Working conditions are in an office / telework environment
- Occasionally moves items weighing up to 10 pounds
- Occasionally move about the office/ telework office
- Frequently communicates with others using approved technological resources; must be able to exchange accurate information through designated systems within a timely manner
- Constantly operates a computer and other office productivity machinery
- Positions self to perform essential functions of the job in an office / telework environment
- Must be able to remain in a stationary position

- Maintains County-issued equipment, software, data and supplies
