JOB DESCRIPTION:
To assist the Federal Programs Director by serving as a liaison between the Office of Federal Programs and the Finance Department in coordinating, verifying, and supporting all budget activities for Federal Programs according to the policies of the Board and the Alabama State Department of Education. This position also provides assistance to all public and non-public schools in developing and achieving their budget plan and maintaining accurate financial records.
DUTIES AND RESPONSIBILITIES:
Performs the work related to collecting, maintaining (records, files, and data), and reporting district financial and budgetary information.
Provides accounting services essential to the preparation, administration, supervision, and control of the Budget.
Maintains and submits, upon request, accurate, complete, and correct records as required by federal and state law, district policy, and administrative regulations.
Provide assistance to auditors as required.
Cooperates with other members of the Federal Programs staff in planning department goals and objectives.
Assists with monitoring and analyzing all revenues and expenditures during the year for the purpose of maintaining budgetary controls, projecting variances, and correcting errors with journal vouchers.
Assists in the preparation and analysis of all financial statements and reports including the annual eGAP to the State Department of Education
Completes the Equitable Services Calculations for all Title I, II, III and IV
Monitors and tracks federal spending at the private and non-public schools
Maintains and reconciles a variety of ledgers and reports; examines and corrects accounting transactions, prepares journal entries and post to the general ledger.
Serves as a financial resource person to principals and administrators and aids them in developing and achieving their budget plan.
Provides training and technical assistance to principals, administrators, and other staff in budget preparation.
Compiles and reviews annual budget requests from private and non-public school principals and administrators.
Coordinates communication with school principals and administrators regarding the status of their budget request.
Assists in the development of ongoing professional development activities for directors, principals, bookkeepers, and other staff in regards to accounting/fiscal policies and procedures.
Attends staff development conferences as directed.
Adheres to school system rules, administrative procedures, local board policies, and state and federal guidelines and regulations.
Protects confidentiality of records and information about staff and school budgets, and use discretion when sharing any such information within legal confines.
Performs other duties as deemed appropriate by the Director of Federal Programs
QUALIFICATIONS:
Bachelor’s Degree in Accounting or Finance from an accredited College or University, required. A minimum of three (3) years successful experience working with school budgets and budgeting, preparing reports, maintaining account records, setting up procedures, and preparing financial reports preferred. Demonstrated ability with state licensed budgeting, accounting, and payroll software.
