    Perform a variety of routine administrative and complex clerical duties as needed to expedite the maintenance, recording, and processing of county commission actions, information, and communications. Assure office compliance with established statutory guidelines which govern various county administrative functions.

    Supervision Received

    Work under the general supervision of the Administrative Assistant to the Board of County Commissioners. Receive functional supervision from the Elected County Clerk.

    Essential Functions

    Serve as secretary to the board of county commissioners; attend commission meetings and take notes, compile information; type and record minutes of Commissioners' acts and proceedings; conduct research of data, records and files; maintain various administrative and executive files; operate electronic recording equipment as recording secretary; administer oaths of testimony, transcribe recordings, take dictation for and prepare letters, memos, and other communications of general, or confidential nature; notify interested parties of meetings to hear commission findings, conclusions and orders; may represent the commissioners on special assignments; serve as liaison between the public, various agencies, elected officials, private industry, etc.

    Maintain official minutes and exhibit books as required by Idaho Code; condense monthly meeting records and submit for publication; file the same under established categories; create and maintain a variety of files, records, and documents on various administrative actions, projects and programs.

    Monitor statutory calendar; schedule meetings, hearings, appointments, etc. for administrative and policy making personnel; prepare and assure publication of agendas; make travel arrangements; apprise commission of actions and activities as needed to assure compliance; prepare resolutions and documents as needed to expedite and facilitate statutory processes and procedures; secure necessary signatures.

    Monitor procedures, time lines and schedules; assure proper execution of administrative duties related to county functions including but not limited to Board of Equalization hearings and, Property Tax Deed hearings, executive sessions, agreements, ordinances and resolutions; distribute meeting information and letters as required including providing documentation to State Board of Tax Appeals.

    Manage office purchasing activities; purchase office supplies, materials and equipment; receive and process various claims for payment. Monitor commission budget and apprise commission of budget activity and status; monitor various claims for payments from the county and payment authorization.

    Assist with county bid management process; post public notices for publication assuring two weeks advance notice and advertising; log and process bids; assist with bid opening and take minutes.

    Operate personal computer; utilize various software applications to compose, record, and digitize minutes, correspondence, reports, and other documents; create special forms; update and maintain slideshows and videos; manage Clerk's office "Safety Pays" group bingo game.

    Serve as receptionist to the administrative offices and board of commissioners; receive, screen, route, and process calls and public inquiries; direct callers and visitors to proper areas; receive, screen and distribute mail; schedule access and use of commission meeting rooms and plan associated events; schedule use of county pool vehicles; monitor pool vehicle maintenance schedules and schedule preventative maintenance.

    Ability to maintain regular, reliable patterns in work product and attendance according to Bonneville County's expectations.

    Perform related duties as assigned or required.

    Minimum Qualifications

    1. Education and Experience :

    A. Graduation from a standard senior high school with course background in general office practices and skills; plus one (1) years of specialized training in secretarial sciences, general business or related field;

    B. Three (3) years of progressively responsible experience providing exposure to complex secretarial duties with county administrative experience preferrable.

    C. An equivalent combination of education and experience.

    2. Required Knowledge, Skills, and Abilities :

    Considerable knowledge of modern office practices and procedures; secretarial procedures and methods related to filing and documenting; English composition, spelling, grammar, punctuation, etc.; interpersonal communication skills and telephone etiquette; standard office equipment operation.

    W orking knowledge of various computer software applications including Microsoft Office Suite and database files and records, principles of local government administration; county administrative policies and procedures; general bookkeeping and accounting procedures.

    Ability to operate standard office equipment efficiently; communicate effectively, verbally and in writing; make basic decisions where established procedures do not always apply; perform basic mathematical computations; develop effective working relationships with supervisors, fellow employees, and the public; work independently when supervision is not readily available; maintain confidentiality as needed to assure responsible public and administrative interactions.

    3. Special Qualifications :

    Highly proficient keyboard and 10-Key skills.

    4. Work Environment :

    Work is performed in a typical office setting with appropriate climate controls. Tasks require a variety of physical activities, not generally involving muscular exertion, but do require physical activities related to mobility, sitting, reaching, talking, hearing, and seeing. Common eye, hand, finger dexterity is required to perform essential functions. Mental application utilizes memory for details, verbal instructions, emotional stability, critical thinking, and guided problem solving. The ideal candidate must be able to complete all physical requirements of the job with or without a reasonable accommodation.
