Description

Boulder County Community Services Department is seeking to hire a Alternative Sentencing Facility Training and Compliance Coordinator. This position develops, coordinates and supervises the Training and Program Compliance Program for the Alternative Sentencing Facility (ASF), which consist of various alternative sentencing programs such as work release, community corrections and non-residential programs. Supervises ASF training and compliance staff and/or contract staff and manages all vendor contracts that fall within the scope of training and compliance management and acts as a point of contact for other county departments and outside agencies.

General Responsibilities: To develop, plan, organize, direct, implement, record and review all training and related compliance activities for ASF staff and all programs. Identify resources to meet training needs. Provide guidance, feedback, instruction, and support to ASF staff in achieving training and compliance goals and evaluate effectiveness of training courses, materials and programs on a continual basis.

This is a full-time, benefited position that will work, Monday - Friday 8:00am - 4:30pm. This position will work out of the Alternative Sentencing Facility at 3260 Airport Rd. Boulder, Colorado. Under Fair Labor Standards Act (FLSA) guidelines, this position is exempt.

Boulder County requires its employees to reside in the state of Colorado as of the first day of work.

Hiring Salary Range: $68,976.00 - $99,300.00 Annually

Tentative Hiring Timeline

Examples of Duties

  • Assists the ASF Manager, and when directed the CJS Division Manager, in developing, implementing, coordinating and supervising staff training that aligns with local/state/ federal statutes, program standards, policy/procedures and guidelines for community-based adult correctional facilities, alternative sentencing programs and criminal justice organizations.
  • Coordinates with ASF senior leadership team and the CJS Training Committee in the design and development of an ASF specific staff training program that encompasses all operational and programmatic elements of the facility and programs, including a robust onboarding process.
  • Coordinates with the Operations Manager and Programs Managers to ensure and deliver adequate training of staff on all facility policy, facility operations, facility security, core correctional practices, assessment tools, evidence-based practices.
  • Coordinates with the Operations Manager and the Programs Managers to ensure all compliance requirements are represented in policy/procedure and that proper training and compliance records are maintained.
  • Coordinates with software Product Owners on system testing, development and process improvements.
  • Maintains certification for elements required by either federal, state or local statue and for any emergency response skills (i.e., PREA, CPR), Health/Safety).
  • Develops and manages vendor contracts that fall within the scope of training and compliance.
  • Identifies training barriers, recommends and implements remedial training methods for new hires.
  • Evaluates training goals, objectives, priorities, and provides input concerning implementation of various training programs to ensure compliance.
  • Identifies in-house, local, and outside training resources; coordinates with skills training lead instructors to ensure sufficient in-house instructors are trained for mandatory training requirements; ensures instructors maintain appropriate certifications as required.
  • Attends seminars, conferences, workshops, classes, lectures, etc., as appropriate, to enhance and maintain knowledge of trends and developments in field; reviews professional journals, attends association and professional meetings, and otherwise maintains contacts with professionals to facilitate exchange of information.
  • Serves as a Team Member to ASF senior leadership team and collaborates with system partners on justice systems needs and gaps when needed.
  • Assist in policy/procedure needs for client failure to return/escape, client disturbances/riots, work stoppages and all other disturbances and threats to security.
  • Assists the ASF Manager in responding to EOC emergency situations and ensures orderly execution of evacuation and/or shelter in place orders.
  • Performs related work, as required
  • May be reassigned during emergency situations

Preferred Qualifications

  • Experience as a Training Coordinator, Training Facilitator, Field Officer Trainer or role with similar duties and responsibilities in an adult correctional, or like, setting.
  • Bachelor's Degree from an accredited college or university with major course work in Education, Business Administration, Criminal Justice, or a related field

Knowledge, Skills, & Abilities

  • Strong Self-awareness of diversity, equity and inclusion considerations in working with teams and clients in the criminal justice system.
  • System level knowledge of the Criminal Justice system with particular knowledge in the area of adult correctional settings and alternative sentencing programs; day reporting, home monitoring, work release and community corrections.
  • First-hand knowledge of federal, state and local statutes that apply to adult correction setting and hold, or be willing to obtain, certification for any such statue that requires such (i.e., PREA, CPR).
  • Skilled in the basic principles, practices and delivery of coordinated staff training and development of training curriculum.
  • Knowledge of training and compliance record retention requirements, development of tracking systems and execution of records audits.
  • Understanding of basic business and office protocols and use of various software systems to include Excel, SharePoint and PowerBI.
