Description
The Director of Workforce Development & Compliance will lead, coordinate, and oversee all workforce development initiatives and job readiness programs at the Boys & Girls Clubs of Greater Memphis (BGCM). This role is responsible for ensuring compliance with all local, state, and federal job readiness grants, cultivating strategic partnerships, maintaining program data, and overseeing staff and reporting requirements. The Director will play a pivotal role in connecting youth with meaningful career pathways while ensuring BGCM meets and exceeds compliance expectations tied to grant-funded workforce initiatives.
Requirements
Program Management & Development
- Design, implement, and manage comprehensive workforce development and job readiness programs aligned with the mission and goals of BGCM.
- Oversee and assess the performance of current workforce and job training programs; recommend improvements based on data and feedback.
- Lead the development and launch of new initiatives that support career readiness, vocational training, certifications, internships, and employment for youth.
Grant Compliance & Reporting
- Ensure full compliance with all requirements and deliverables tied to workforce development/job readiness grants.
- Maintain accurate and detailed program data, metrics, and supporting documentation necessary for grant monitoring and audits.
- Prepare and submit monthly, quarterly, and annual grant reports in accordance with funder requirements.
- Monitor budgets and expenditures related to workforce programs and grants, ensuring effective and responsible use of resources.
Community & Partnership Development
- Develop and maintain strategic partnerships with local employers, trade schools, educational institutions, workforce boards, and government agencies.
- Facilitate collaborative initiatives with community stakeholders to expand opportunities for youth.
- Serve as a public representative and advocate for BGCM workforce initiatives in meetings, events, and speaking engagements.
Staff Leadership & Team Development
- Supervise and provide professional development for workforce development staff and program coordinators.
- Facilitate regular staff meetings to ensure alignment on goals, progress, and program delivery.
- Build a culture of accountability, innovation, and youth-centered service within the team.
Data Management & Evaluation
- Oversee the collection, analysis, and reporting of program outcomes and participant data.
- Use data insights to drive program improvements, grant reporting, and strategic decision-making.
- Ensure systems are in place for effective tracking of participant progress, job placements, certifications, and other performance metrics.

Qualifications:
Education & Experience:
- Bachelor’s degree in Workforce Development, Public Administration, Business, Education, or a related field required. Master’s degree preferred.
- Minimum of 5 years of progressively responsible experience in workforce development, grant management, or youth services.
- Proven experience in managing grant compliance and reporting.
- Experience developing employer partnerships and community collaborations.
Skills & Competencies:
- Strong leadership and team management abilities.
- Excellent organizational, data analysis, and project management skills.
- Knowledge of local and federal workforce initiatives and funding mechanisms.
- Excellent written and verbal communication, especially in the context of reporting and stakeholder engagement.
- Proficiency with program data systems, Microsoft Office Suite, and grant management software.

Working Conditions & Other Requirements:
- Ability to travel locally for site visits, partner meetings, and community events.
- Occasional evening and weekend work as needed for special programs or deadlines.
