General Summary

The Accounting Administrator is responsible for the maintenance and review of all general ledger activity and for managing the month-end process to produce financial statements in an accurate and timely fashion for all agency funds. The Accounting Administrator also supervises and assists with accounts payable and receivable, capital assets, and account reconciliation activities; performs advanced-level general ledger and subsidiary ledger analysis work, assists the Director of Finance in developing and implementing workflow procedures and monitoring agency expenditures and revenues. A significant aspect of the work involves oversight in producing annual audit workpapers and federal information returns (Forms 1099), monthly state and local sales tax returns, financial reports and analysis for senior management, and forms and research requested by the agency's internal & external auditor, public records requests, vendors, customers, banks, bond attorneys, and other external agencies.

Requirements and Job Specifications

Education Required : Graduation from an accredited 4-year college or university. Preferred : Master's degree from accredited college or university

Area of Study (major) Required : Accounting, Finance or closely related field with min. 24 semester hours accounting course work. Preferred : Master's in Business Administration with a specialization in Accounting

Certification(s) Required : Certified Public Accountant (CPA) Preferred : Certified Government Financial Manager (CGFM).

Years Relevant Work Experience : Six (6) years of progressively responsible professional staff management experience performing general ledger analysis work and at least three (3) years of experience in developing and analyzing complex financial statements. Equivalent combination of education and experience will be considered. Preferred : Ten (10) or more years related experience.

Knowledge, Skills, and Abilities :

  • Knowledge of all generally accepted accounting principles, practices & procedures of public financial administration to include journal entry preparation, account coding, grant reporting, bank reconciliations, and sales tax, with emphasis on municipal government.
  • Directly related experience and job education in fiscal management and analysis.
  • Excellent communication skills both oral and written.
  • Thorough knowledge of applicable laws, regulations, procedures and processes governing the receipt, custody and expenditures of governmental monies.
  • High degree of math and analytical ability.
  • Skill in using a computer including various accounting & other software applications (Outlook, MS Suite to include excel, Word, PowerPoint, etc.)
  • Ability to analyze situations, perform auditing functions, and adopt an effective course of action.
  • Ability to use modern office methods, techniques and equipment.
  • Ability to quickly learn BREC policies and procedures, operations and programs
  • Ability to communicate effectively both orally and in writing
  • Ability to establish and maintain effective working relationships with staff, other employees, department heads, BREC officials, vendors and the public. Ability to effectively train, supervise & coordinate work assignments of reporting personnel & promote a team environment

Functions and Duties

Essential Functions and Duties :

  • Supervises : hires, counsels, discipline, evaluate employee performance, and trains Accounts Payable and Receivable, Capital Assets, and Reconciliation staff on job functions and promotes a team environment.
  • Prepares and administers the monthly general ledger closeout schedule by coordinating the preparation of general ledger transactions, evaluating external deadlines, analyzing expenditure and revenue accounts, and assisting the Director of Finance with developing detailed explanations of changes. Reviews and approves requests for manual general ledger journal entries.
  • Assists departments in analyzing accounts, and reviews departmental variance explanations.
  • Researches and / or recommends changes in accounting policy, procedures and development.
  • Prepares and administers the annual general ledger closeout schedule by coordinating the preparation of general ledger transactions, evaluating external deadlines, analyzing expenditure and revenue accounts, and developing detailed explanations of changes for external auditors.
  • Performs comprehensive analysis of general ledger accounts and prepares reports as requested by the CFO / Director / Superintendent.
  • Plans, conducts and leads complex analytical studies and research projects to assist executive management with long term policy development and problem solving.
  • Supervise, hire and train subordinate staff.
  • Develops, recommends and interprets financial policies; trains and advises personnel on new policies and / or revised budgetary procedures.
  • Attends Finance Committee meetings and Commission meetings
  • Monitors, reconciles and assists the Accounts Receivable Team with revenue recognition and reporting.
  • Prepares monthly financial statements for agency funds including balance sheets, income and expenditure statements showing monthly and year-to-date budgets and variances. Distributes reports to managers.
  • Responds to internal audit reports for all areas of department to coincide with annual calendar of audits.
  • Secondary Job Duties

  • Manages state and local sales tax reporting and disbursement checks.
  • Manage and reconcile monthly purchase card payments.
  • Posts all accounting journals to general ledgers daily and corrects any coding or date errors.
  • Reconciles interfund (due to / from) accounts and prepares cash transfers as needed.
  • Prepare ad valorem tax receipt allocation and cash transfers on a monthly basis.
  • Directs payments of debt service on a semi-annual basis.
  • Assist Accounts Payable with invoice entry, purchase card payments, research, voids and stop payments as needed.
  • Prepares special reports for Comptroller, Auditors and Finance Director.
  • Prepare reports to La. Treasurer for unclaimed property as required.
  • Reconciles balance sheet accounts and investment accounts for all funds; and oversees reconciliation of all cash as required on a monthly basis.
  • Prepares special reports for Internal Auditors and Department Directors and Assistant Directors.
  • Acts in absence of Comptroller
  • Performs other work-related duties as assigned.

    Supplemental Information

    Days / Hours Worked : Full time, minimum 8 hours a day, 5 days a week; occasional overtime; one hour lunch break daily, other breaks as needed.

    2025 FULL-TIME EMPLOYEE BENEFITS

    HEALTH INSURANCE : Comprehensive medical benefits including HMO, PPO, and Blue Saver (Qualified High Deductible High Health Plan) and options are provided through Louisiana Blue. Coverage is effective the first of the month, following two months of employment, a (2 month waiting period). Employee cost per month for HMO : $175.43 - employee only; $597.45 - employee & spouse or employee & dependent children; $962.52 - family. Employee cost per month for PPO : $375.23 - employee only; $975.50 - employee & spouse or employee & dependent children; $1,492.70 - family. Employee cost per month for Blue Saver : $39.08 - employee only; $162.68 - employee & spouse or employee & dependent children; $290.49 - family.

    LIFE INSURANCE : All full-time employees are insured under a Group Term-Life Insurance policy through Equitable Life Insurance Company a subsidiary of Blue Cross and Blue Shield of Louisiana. Coverage is subject to decrease at age 65 and 70. There is no cost to the employee except for salaries more than $50,000 which are subject to the imputed income clause under the IRS regulations. Coverage is effective immediately.

    RETIREMENT SYSTEM : BREC contributions to the City-Parish Employees' Retirement System for each employee amount to 37.41% of salary. Employees contribute at the rate of 9.5%. Retirement contributions are tax deferred. Personal contributions are kept on account and refunded if employees leave BREC before their retirement. Additional benefit opportunities are available after 25 years through the DROP program. BREC also offers a Supplemental Retirement DEFERRED COMPENSATION PLAN through payroll deduction.

    HOLIDAYS : BREC employees receive twelve (12) paid holidays per year.

    SICK LEAVE : BREC employees accumulate sick leave at the rate of 100 hours per year the first five years they are employed; accrual of hours will increase based on the number of years of service, thereafter, up to 192 hours for 15 or more years. Employee is eligible to utilize leave after 30 days of continuous employment.

    ANNUAL LEAVE : BREC employees earn annual leave at the rate of 100 hours per year the first five years they are employed; accrual of hours will increased based on the number of years of service, thereafter, up to 192 hours for 15 or more years. Employee is eligible to utilize leave after 90 days of continuous employment.

    FULL-TIME STATUS : Upon completion of a six-month probationary periods and approval of supervisor, full-time status will be achieved.

    CREDIT UNION : BREC employees are eligible to join the City Federal Credit Union and / or Pelican State Credit Union and enlist in payroll deduction plan. Direct deposit to the Credit Union is also available.

    FEDERAL STUDENT LOAN FORGIVENESS : BREC is a qualifying employer for public service loan forgiveness. Employees who have Federal Direct Loans and have made 120 payments on the Federal Direct Loans (after October 1, 2007) may be eligible for the remaining loan balance to be forgiven.

    LA START : This 529 Qualified Tuition savings plan may be open on behalf of a named Beneficiary by anyone, including legal entities, provided that the Account Owner or the Beneficiary is a resident of Louisiana. Account Owners may save at their own pace, in amounts they can afford.

    FSA : BREC offers an FSA that allows employees to contribute a portion of their regular earnings before taxes. Distributions from the account must be used to reimburse the employee for qualified expenses related to medical and dental services.

    SUPPLEMENT BENEFITS : BREC offers voluntary benefits through AFLAC or Colonial Life. Those benefits include accident insurance, critical care, life, LTD and STD.
