Human Resources Specialist


GENERAL DESCRIPTION

Under the direction and guidance of the Human Resources Director, this position provides technical and administrative support in the areas of recruiting, hiring, staffing management, database maintenance in accordance with Washington state laws and regulations, negotiated agreements, and District policies and procedures.


ESSENTIAL FUNCTIONS

  • Responsible for assisting building administrators and clerical staff with staffing management to ensure accurate monthly staffing reports. Maintain the Human Resource Information System that pertains to assigned schools/departments for certificated and classified employees. Maintain employee history and evaluation databases.
  • Responsible for departmental and school staffing reports. Must ensure proper assignment of certificated and classified employees, accurate budget account codes, and agreement between staffing levels and school budgets.
  • Responsible for processing and tracking employment requisitions. Ensures accuracy of the requisition against proper approvals.
  • Recommend placement of classified and certificated employees on appropriate salary schedule(s); calculate clock hours and credits for placement on salary schedule in accordance with Washington Administrative Code (WAC).
  • Responsible for processing transfers, hour, and budget account code (BAC) changes via the Personnel Requisition Change/Vacancy process. Ensures accuracy of the requisition request and proper approval.
  • Responsible for accurate personnel records for all employees to include preparing documents and correspondence; provides verifications of employment for current employees; verifying employment of past employees identifying and calculating position, years of experience, transferable sick leave and salary.
  • Develop, initiate, distribute and update the S275 Personnel Report, affirmative action and EEO‐ 5 reports annually in accordance with the law.
  • Maintain knowledge of required RCW and regulations as they pertain to school district human resource operations.
  • Manage the employee evaluation system for certificated and classified employees, track and monitor due‐date files for the receipt of evaluations of assigned staff types of evaluations, and initiate required action on receipt of adverse evaluations.
  • Develop, distribute, and track Intent‐to‐Return forms for certificated and classified employees and assist department/building administrators in obtaining required letters of resignation or retirement.
  • Research, collect and analyze information, and create reports for district administrators as required by the director. Provide support for collective bargaining research, reports, and surveys, as required.
  • Conduct employee orientation for new certified and classified employees.
  • Perform a variety of duties related to the recruitment of general and specific positions; recruit locally, statewide and nationwide utilizing a variety of sources that represent the District to professional organizations, other academic institutions, and various agencies for recruitment purposes • Develop position announcements, establish recruiting strategies, screen and facilitate applicant interviews
  • Conduct applicant processing and reporting, establish standards for required documentation for legal and reporting purposes, and maintaining applicant databases
  • Assist with classification and compensation functions and responsibilities, including classification reviews, salary surveys, development of job descriptions and related duties
  • Work with colleges and universities to establish MOUs for student teacher placements
  • Coordinate student teaching, observation and practicum placements
  • Process volunteer coach applications and placement
  • Assist with District volunteer applications, approvals and tracking
  • Responsible for personnel reporting to the school board and vacancy tracking report
  • Assist with absence management system for tracking and placing substitutes
  • Provide consistent and quality customer service to internal and external customers.
  • Actively pursue continuous learning and growth in the Human Resources field.
  • Perform other duties as assigned.

QUALIFICATIONS

A. Education and Experience

  • BS/BA degree in human resources, office management, business administration or related field or work‐related experience in a related field and one year of progressively responsible experience in one or more of the human resource fields, or
  • AA degree in a related field and three years of progressively responsible experience in one or more of the human resource fields, or • High school diploma with five years of progressively responsible experience in two or more human resource fields.
  • Two‐Years of experience in human resource activity with a K‐12 school district preferred.

B. Required Knowledge, Skills and Abilities in the position

  • Knowledge of human resource theories and practices, applicable laws and regulations and collective bargaining agreements.
  • Ability to maintain absolute confidentiality and discretion regarding Human Resource issues and other sensitive information.
  • Knowledge of personnel budgets, compensation systems, and the relationship to staffing issues.
  • Skilled at interpreting college transcripts and determining credits and experience for placement on appropriate pay table.
  • Ability to research issues and problems, interpret and analyze data, prepare comprehensive reports and recommend sound conclusions.
  • Ability to perform accurate and complex mathematical calculations.
