Job Summary
The Clinical Quality Assurance & Compliance Specialist will ensure that behavioral health services comply with all applicable federal, state, and local regulations, accreditation standards, and internal policies. This role involves auditing clinical and operational practices, evaluating the quality of care provided, identifying areas for improvement, and ensuring compliance with legal and ethical standards. The ideal candidate will have a strong understanding of behavioral healthcare regulations and quality assurance processes.
Key Responsibilities
Conduct Audits and Reviews : Perform comprehensive audits of clinical and administrative documentation throughout all stages of chart status to ensure compliance with regulatory requirements, industry standards, and organizational policies. Review charts and records for accuracy, completeness, and adherence to the Oregon Administrative Rules, Federal privacy laws (HIPPA & 42 CFR Part 2), and accreditation standards (e.g., Council on Accreditation). Track and monitor the progress of findings to ensure that identified issues are resolved promptly and effectively. Prepare for and support external audits, inspections, and surveys conducted by regulatory bodies and accreditation agencies. Document audit findings. Non-compliance issues and areas for improvement, providing detailed reports to relevant stakeholders. Provide actionable recommendations to improve compliance, enhance service quality, and address deficiencies identified during audits. Promote a continuous learning and improvement culture by reinforcing best practices in compliance and quality performance.
Complaints and Grievances Management : Manage and resolve client complaints and grievances in a timely, professional, and compliant manner. Investigate complaints, ensure that all relevant policies are followed, and provide recommendations for improvements based on feedback.
Critical Incident Reporting System Management : Oversee the management of the Critical Incident Report System, ensuring that all incidents are properly documented, reviewed, and addressed in compliance with organizational policies and legal requirements. Ensure timely follow-up on incidents, coordinate with appropriate teams for investigation, and implement corrective actions as needed.
Qualifications
Associate's degree relevant to job duties or a combination of relevant education and experience.
Experience in behavioral healthcare compliance, quality assurance, or auditing in a behavioral health setting.
With CADC I credential; CADC-II credential is preferred.
Experience with regulatory bodies such as the Oregon Health Authority is highly preferred.
Strong knowledge of Oregon Administrative Rules, federal regulations, and accreditation standards, particularly in behavioral health.
Knowledge, Skills and Abilities
Strong analytical skills, with the ability to review, interpret, and synthesize complex data. Attention to detail and ability to identify issues or deficiencies in clinical and operational documentation. Strong communication skills, both written and verbal, with the ability to effectively report findings and make recommendations. Ability to work independently and manage multiple audits or projects simultaneously. Strong organizational skills with the ability to prioritize and meet deadlines.
