GENERAL STATEMENT OF DUTIES:

The Grant Program Manager oversees and manages all aspects of the grant life cycle for potential, pending, and active awards to Burke County. As the County's grant expert, this role is responsible for seeking, securing, administering, and monitoring all grants. This includes ensuring compliance with Title 2 Code of Federal Regulations 200 - Uniform Administration Requirements, Cost Principles, and Audit Requirements for federal awards. The position also manages grant funding through strategic investments and collaborations to support County department priorities and goals. Reports directly to the Deputy County Manager/Finance Director. Requires a motivated, experienced, and passionate professional for planning, project management, contract/grant administration, community engagement, and more. Ensures external funding positively impacts our County for years to come. May have direct or indirect leadership responsibilities.

DUTIES AND RESPONSIBILITIES:

The duties listed below are not inclusive, but characteristic of the type and level of work associated with this role.

GRANT PROCESS

· Develop, implement, and provide leadership for standard operating procedures for grants and contracts for the County.

· Manage and oversee the full grant life cycle through an effective grant process.

· Responsible for the preparation of grant applications, submissions, programmatic and financial reports, and closeouts, as needed.

BUDGET

· Monitor all expenses; verify availability of funds and allowable expenses as dictated by all applicable federal, state, local, and sponsor-specific grant guidance.

· Interpret laws and regulations pertaining to federal, state and local grants and align grant projects to ensure compliance.

· Plan, direct and coordinate financial activity of grant-funded projects/programs to ensure objectives are accomplished according to federal, state, and county regulations.

· Monitor and track costs.

· Compile, review and submit expenditure and descriptive reports as required by the award.

· Ensure proper documentation.

· Ensure correct coding.

· Create tracking documents for eligibility and expenses.

· Work with Finance staff to review reimbursement requests and track fund disbursements.

COMMUNICATION

· Serve as a liaison with granting agencies, County departments, external partners, and grant beneficiaries.

· Train and aid County employees and subrecipients involved in the implementation of awarded grant projects to ensure accurate management of grant funding.

· Prepare and make presentations as a representative of the County, and serve as liaison on intergovernmental funding to citizens, committees, boards, citizen groups and other governmental agencies.

· Establish and communicate reporting guidelines and deadlines for all beneficiaries and subrecipients.

· Effectively communicate and collaborate with all County departments, partners, and Sponsors.

· Maintain relationships with the State of North Carolina and other governmental agencies to remain abreast of possible grant opportunities.

· Create webinars/orientations and host office hours to provide support to possible subrecipients and beneficiaries.

· Participates in county-wide and department-wide team activities, working on specific issues and assignments.

REPORTING

· Review, submit, and process expenditure requests from all departments, ensuring fiscal and programmatic compliance.

· File periodic, required reports for all grants.

· Create transparent reporting for the Board of Commissioners and the Burke County community as requested.

· Maintain grant-related reference resources, including fund research files, grant application deadlines, grant reporting schedules and other information as needed.

· Review, edit and approve all beneficiary and subrecipient reports.

· Other duties as assigned.

REQUIRED EDUCATION AND EXPERIENCE:

· Bachelor’s degree in a related field preferred.

· At least one (1) to three (3) years of experience in grant writing, and /or grant administration working with non-profit organizations, local governments, accounting/finance and or an equivalent combination of education and experience other related fields providing the necessary knowledge and skill for this position

· Valid North Carolina Driver's License

PHYSICAL REQUIREMENTS, WORKING CONDITIONS, AND OCCUPATIONAL EXPOSURES:

· Standard vision requirements, with or without corrective lenses

· Occasionally lifts up to ten (10) pounds

· Occasionally spends time walking and standing

· Frequently spends time sitting, speaking or hearing, and using hands or fingers to handle, feel, type, or text

· Subjected to some mental effort and potential stressful situations during day-to-day operations

· Occasional exposure to some disagreeable elements (i.e., dust, heat, fumes, cold, or noise)

REQUIRED SKILLS/ABILITIES:

· Proficient in spoken and written English

· Ability to express and exchange ideas through verbal communications

· Ability to operate and use systems, technologies, and machines required to perform duties of this position
