Job Overview:
The Safety Specialist Officer is responsible for promoting a safe & healthy work environment, responsible for promoting continuous improvement of Environmental Health & Safety procedures that result in the reduction of incidents and ensure regulatory compliance. This position is also responsible for assisting with developing & directing the implementation of safety programs and assuring management takes actions to improve employee safety. This position will work directly with other project-level functional leads (e.g. Underground Foreman, Foreman, General Foreman) to assist them in integrating and/or addressing the applicable safety/health requirements in our work products and activities.
Key Responsibilities and Essential Tasks:
- Conduct safety assessments/inspections of projects under construction to monitor and ensure compliance with safety/health requirements including contractual commitments, laws, regulations, and the project’s site specific environmental, safety & health plans. A strong emphasis will be on promoting and improving the companies “Safety leading measures”.
- Perform Safety Observations and Jobsite Inspections on Employees as well as Subcontractors performing work on behalf of C&C using approved company software.
- Must be iPad oriented
- Collaborate with management to develop, prepare, and implement environmental, safety and security policies and procedures.
- Identify opportunities to eliminate workplace injuries, accidents, and health problems.
- Assist the Lead Safety Officer and Safety Compliance Officer with development of Safety Procedures and Policies, as well as Cause Evaluations Investigations.
- Conduct investigations into employee or sub-contractor injuries, motor vehicle accidents, spills, discharges, theft, vandalism, property damages and develop written reports to document, including root cause analysis.
- As directed by Lead Safety and Health Officer, conduct safety & compliance inspections for all PPE and Tools used for field work. Maintain Compliance of these items requiring 3rd party inspections and replacements. (i.e. rubber gloves, sleeves, grounds, hot sticks, etc.)
- Provide comprehensive written reports to document site visits, activities and incidents.
- Perform “Competent person” responsibilities to stop operations and activities that expose staff or equipment to dangerous conditions.
- Perform other duties as assigned.
Work Environment
- Indoors and outdoors, may be subject to changes in temperature and noise. While outdoors, may be subject to construction site conditions, confined spaces, changes in temperature, extreme ambient weather conditions and noise levels.
- This job also requires operation in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
Physical Demands
- Frequent lifting, sitting, standing, stooping for prolonged periods of time, using hands/fingers requiring dexterity, should have good hand-eye coordination and motion control in coordination with handling tools, equipment, and other related
- Reaching with hands and arms for items above and below sight level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth, color perception, and the ability to adjust focus); walking from place to place within the project location with occasional use of stairs and no elevator available; bending, pushing, pulling, and standing for up to 8 hours.
- Frequent lifting of up to 50 pounds such as small electrical components, equipment and other materials.

Knowledge, Skills and Abilities (previously named Qualifications):
- Proven experience as a Safety Officer or in a similar role within a Utility environment.
- Strong knowledge of OSHA standards, workers' compensation laws, and environmental regulations (EPA).
- Familiarity with occupational health practices and first aid procedures.
- Excellent report writing skills with the ability to communicate effectively at all levels of the organization.
- Experience in conducting root cause analysis for workplace incidents is highly desirable.
- 3 years’ safety experience in a construction setting. Working knowledge of injury prevention, compliance, and risk reduction techniques.
- Electrical Utility trade experience preferred
- Must complete OSHA 30 construction certificate within 1 year of onboarding
- Posses OSHA 10 ET&D Preferred
- Must possess a valid Driver’s License, Class A preferred
- Must be able to successfully pass a drug, alcohol and background check
- Must Possess STSC or higher safety certification at Hire Date
- Knowledge of state and federal safety regulations as applied to construction and general industry.
- Must have current (within 1 year of hire date) First Aid, CPR & AED certifications, must be able and willing to lead in an emergency event.
- Competent Person: Electrical safety-NFPA 70E, Excavation, Fall protection and Confined space.
- Self-driven, willing to work alone or as part of a team on assigned tasks and initiatives.
- Ability to work split shifts, overtime, weekends and travel as needed.
- Strong computer literacy and ability including to include Microsoft applications; Word, Excel, Power Point and other applications as needed.
- Strong analytical, problem-solving, supervisory and leadership skills.
Physical Requirements:
- Occasionally lift/move up to 50 pounds.
- Occasionally climb, balance, stoop, kneel, reach with hands and arms at waist level and below the waist, and work in limited space.
- Regularly required to talk in public and private settings in order to communicate detailed and accurate information.
- Regularly required to hear with or without correction in order to receive and interpret detailed information and instructions.
- Regularly required to sit for long and short periods at a time at a desk.
- Regularly required to walk long and short distances in order to accomplish job tasks.
- Regularly required to reach, ability to extend hand(s) and arm(s) including reaching in front of body, at shoulder level.
- Ability to see with or without correction. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus
- Must be able to pass a Fit-for-Duty test, administered at onboarding during work hours.
