ESSENTIAL FUNCTIONS
The following summarizes the essential or key responsibilities/attributes of the position the incumbent will be required to perform with or without reasonable accommodation:
Assists in the conception, development and implementation of a variety of operational plans and service proposals including service modifications (i.e., schedule and run time changes, transfer connections, trip additions/deletions), short and long-range detours, and new services.
Models and develops transit schedules in consideration of service demand, vehicle and staff requirements, financial impacts, and stakeholder input. Prepares alternative schedules and assists in route design for new service. Schedules must be responsive to the public need, operate safely and reliably within the collective bargaining agreement(s), and support community and agency goals. Makes recommendations for improvements on running times and vehicle operations. Perform related research, data collection and analysis.
Monitors on-time performance to ensure compliance with published timetables; evaluates running times, schedule recovery, interlines, pull-in/pull-out times, deadhead times, and allocation of trippers to ensure efficient utilization of operators and vehicles. Evaluates quality of service delivery through a variety of survey methods including on-board and field observations, customer and operator input, and analysis of Computer Aided Dispatch (CAD), Automated Vehicle Location (AVL), and Automated Passenger Counter (APC) data. Develops custom reports using Crystal Reports or similar applications; analyzes trends and recommends adjustments to address and/or capitalize on trends.
Reviews and analyzes ridership, run times, passenger loads, schedule adherence, and wheelchair lift activations from data collected by APC and INIT’s Mobile Statistics software reporting functions. Develops tables, charts, and graphs to aid in the decision-making process.
Analyzes and troubleshoots daily APC and AVL systems reporting. Performs data validation and makes appropriate adjustments to ensure data accuracy and integrity; monitors AVL system reporting to identify anomalies; observes and reports problems with the operations management software, overhead signage, auto stop announcements, etc; reports findings complete with probable causes and solutions; identifies and resolves data errors and system software or hardware problems in coordination with IT staff and vendors.
Coordinates production of public timetables from the master schedule including data transfers and uploads with Information Technology (IT) and Operations staff. Prepares transit schedules and data for use in third party Web-based applications, works with IT to troubleshoot data transmission errors. Ensures scheduling spatial data is in conformance with agency GIS technology standards.
Coordinates production and internal dissemination of information and materials related to service changes, Operator bidding, special event service, and service impacts. Coordinates with appropriate staff to prepare and proof C-TRAN’s system map, public schedules, fare information, and other public information materials.
Participates as a member of the management team in the labor/management runcut committee and in the preparation of labor contract proposals; performs runcuts and ensures solutions which meet operational and customer needs, complies with requirements of the Labor Agreement and utilizes staffing resources in the most cost effective and efficient manner.
Coordinates collection of route and bus stop attributes, including longitude/latitude coordinates, and ensures data is properly entered into the corresponding systems and applications. Facilitates generation of transfer files for existing and future technological applications such as: CAD/AVL, customer information systems, automated stop announcements, trip planning, and Google Transit interface. Coordinates with the Planning Department, Facilities, other transit agencies, and City and County jurisdictions to ensure service information is updated as needed.
OTHER FUNCTIONS
Defines, develops, and implements quality assurance practices and procedures, end user test plans and other QA assessments. Maintains and ensures integrity of databases and data transfers to other applications.
Performs as subject matter expert on all aspects of Computer Aided Dispatch, Automated Vehicle Location, communications systems, and operations management system software applications. Maintains, and supports operation of software applications that provide real-time tracking operations.
Works directly with IT and other department staff to evaluate, implement, and test new hardware and software applications and technology upgrades. Stays abreast of new techniques in transportation planning, project management and computerized technical analysis.
Participates in cross training and mentoring activities in support of individual and agency development goals.
Investigates and responds to complaints regarding schedules, either verbally or in writing.
Assists in the preparation of the department’s biennial budget; determines and recommends service and capital equipment needs and monitors service-related costs.
Performs other related duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
Requires Bachelor’s degree in transportation planning, information technology, mathematics or related field and two years related experience. An equivalent combination of education and experience sufficient to successfully perform the essential functions of the job may be substituted for the educational requirement.
Requires: 1) knowledge of principles and practices of transit planning and scheduling, research/statistical methods and project management; 2) intermediate level skills in Microsoft Office and other relational database software; 3) ability to compile and analyze complex databases; and 4) proven skills in record keeping, report preparation, and data presentation.
Requires ability to acquire high-level skills in: 1) operations management system software (graphics, mapping tools, scheduling/runcutting, CAD/AVL, GIS, APC, trip planning); 2) database management; 3) statistical analysis; 4) SQL queries/reports; and 5) Crystal Reports.
Must be able to manage multiple tasks and projects simultaneously under strict time line conditions, set objectives and goals, and re-prioritize work to meet changing deadlines and priorities; understand, interpret and apply the collective bargaining agreement(s), especially as it pertains to scheduling and runcutting, service modifications, pay, and work bidding; interpret and administer policies and procedures sufficient to administer, discuss, resolve, and explain to staff and other constituencies; and maintain confidentiality.
Requires excellent verbal and written communications skills with ability to communicate and interact with tact and diplomacy with all levels internal or external to the organization.
WORKING CONDITIONS
Office environment relatively free from unpleasant environmental conditions or hazards. Minimal physical effort required.
Requires the operation of a C-TRAN staff vehicle to perform occasional out of office fieldwork. Minimal physical effort required.
ADDITIONAL REQUIREMENTS
Regular, dependable attendance is required.
Certain assignments will require a valid driver’s license from the state of residence and maintaining a good driving record.
Must be able to comply with C-TRAN’s nonsmoking policy and function in a nonsmoking work environment.
Must maintain a physical condition, which, either with or without accommodation, allows completion of all essential duties.
Must promote and model safety within the department and agency wide through reporting and addressing safety issues, supporting safety campaigns, maintaining a safe work area, assist in safety training documentation, and certification record keeping.
