Under the direction of the Recovery Training Division Chief, the AGPA performs more responsible, varied, and complex technical analytical staff services assignments and continually provides consultative services to management and others. The position requires knowledge of principles, practices, and trends in public and business administration, budgeting, personnel, and management analysis, as well as government functions and organization. It also requires familiarity with methods and techniques of effective conference leadership. Must have the ability to interact with and advise management and program professionals, logically and creatively analyze and resolve complex governmental problems, and develop and evaluate alternatives for administrative and program-related areas. Effective oral and written communication skills are essential, along with the ability to function in an environment with changing priorities.
** Limited Term positions may be appointed up to 12 months or extended to 24 months with the possibility of becoming permanent.**

**Emergency Appointment (Ehire) will be considered**
- An emergency hire appointment can work up to 189 days in 12 consecutive months, based on the needs of the disaster.
- Positions are paid on an hourly basis, once a month, during the first week of the month following the closure of the pay period. An emergency hire appointment is not eligible for medical benefits or a retirement program.
- Emergency hire appointments earn state service and sick leave and vacation based upon actual time worked.
- Civil Service Examinations are not required for appointment.

JFO –Pasadena - This position is Headquartered and reports to the Joint Field office located in Pasadena, CA.
DMV Pull Program - Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions.

Department Information
The California Governor’s Office of Emergency Services (Cal OES) is an emergency response, homeland security, and disaster recovery agency and as a result, is a dynamic and exciting place to work in a team-oriented environment. Cal OES provides training to enhance the understanding of emergency and incident management to all employees.
The Planning, Preparedness, and Prevention Directorate develops and maintains statewide plans and planning guidance for local emergency management, state agencies, and tribal governments, including specialized programs for radiological preparedness, dam safety, seismic hazards, and earthquake early warning. This directorate also includes the California Specialized Training Institute which provides exercise support and courses in emergency management, hazardous materials response, criminal justice/officer safety, fire & rescue, and crisis communications.
In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Desirable Qualifications
- Knowledge of Recovery programs and principals at the federal, state, and/or local levels including, but not limited to, Public Assistance, Individual Assistance, Hazard Mitigation, Interagency Recovery Coordination, Proclamations, the Robert T. Stafford Act, California Emergency Services Act, California Disaster Assistance Act, other related grant programs.
- Experience reviewing and analyzing statute, regulation, policy, and existing materials for changes and make recommendations to management.
- Ability to manage multiple competing priorities and to work in new areas that do not have existing procedures or practices.
- Ability to collect and track data from existing sources and create collection methods for analysis of current practices and proposed actions.
- Ability to present analytical findings to management and provide recommendations on courses of action.
- Conduct budget analysis and make cost estimates for current and proposed projects.
- Ability to review programmatic guidance and analyze for changes/discrepancies from current course material.
- Ability to work in makeshift or non-traditional work environments.
- Ability to think critically.
