Under the administrative direction of the CalHHS Agency Chief Enterprise Architect, the Enterprise Architect, Information Technology Specialist III will lead the investigation, analysis, conceptualization, and design planning for integration capabilities and enabling technology required to support the CalHHS IT and Data Strategic Plan (ITDSP), Future Data and Digital Ecosystem (FDDE). The FDDE is the foundation for an expandable target architecture necessary to deliver the goals and objectives of the ITDSP starting with the relevant Medicaid Information Technology Architecture (MITA) framework. This position requires understanding of enterprise architecture practices and methods used to relate the Agency's various business, data, application, technology, and security domains. EA practices and methods are critical to exercising the outputs of this position. Excellent collaboration and skills in developing productive professional relationship building is required. Professionalism and top-notch written and verbal communication skills are a requirement of this position. The ITSIII will collaborate with others within and outside of OTSI leadership and expertise in business and data architecture subject matter for the planning and design of the CalHHS target architecture. Some travel between Sacramento departments is likely.

This position may be extended up to 24 months or become permanent.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
1. Experience as a lead enterprise architect for a large organization with mulitple lines of business.
2. Demonstrated experience leading and facilitating working sessions with senior staff, including those from multiple disciplines including program, technology and/or data, to align on strategic and/or operational goals
3. Experience working with solution integration and interface platforms and technology.
4. Experience successfully managing large stakeholder participation.
5. Understanding and experience working with Federal, State and/or Local health and human services organizations, as an employee, contractor, volunteer or recipient of health and wellness services
6. Solution architect, integrator, open source experience, and understanding of common data management platforms.
7. Experience establishing cloud solutions that enable shared services.
8. Cloud architecture environments
9. Artifical Intelligence as a tool to accelerate operations and service delivery.

Supplemental Questionnaire Instructions
