Under the general direction of the Chief, Human Resources Division (Staff Services Manager III), the Staff Services Manager II (SSM II) serves as Human Resources Classification & Pay and Transactions Manager/Labor Relations Officer and is responsible for human resources programs not limited to classification and pay, performance development and management, pay, benefit and leave programs, position control, and other human resources functional areas in accordance with the civil service laws, rules, and departmental policies and procedures. The SSM II also serves as the Labor Relations Officer; provides guidance and mentorship to subordinate supervisors and staff; and directs staff on a wide variety of complex administrative, human resources management issues.

This position is designated as required to file a Statement of Economic Interest (Form 700) under the California Health and Human Services Agency Conflict of Interest Code. Statement of Qualifications

To be considered for this vacancy, you must submit a Statement of Qualifications (SOQ) with your STD. 678. The SOQ is a narrative discussion of how your education, training, experience, and skills qualify you for the position. Your SOQ response is to be typed, no more than four (4) pages single-sided, using 12 point Arial font and one inch margins. Answer each numbered item separately and sequentially, indicate the corresponding item number and restating the question for each response.

1. Describe your demonstrated experience in the areas of human resources, information technology classification structures and allocations, personnel transactions, organizational development, labor relations, and training.
2. Describe your expertise in building highly effective and service-oriented teams and employing techniques of organizing and motivating professionals. Provide specific examples.
3. Describe your experience and philosophy on how to create and strengthen partnerships and working relationships within an organization. Provide specific examples of your ability to work effectively with executive leadership within departments and with other governmental agencies and stakeholders.
4. Describe your demonstrated ability to solve problems, promote and develop new innovative strategies/approaches, and inspire culture change to achieve the OTSI's vision.
