Merit full time position, Grade 24, 35 hours per week. This position is eligible for telework.Performs technical applications work related to the identification, development and life cycle support of business applications systems for the Department of Parks & Recreation. Work involves systems analysis and design; programming and/or solution identification; installation, configuration, database management, and system security for business applications software for the department.
Serves as technical program manager in the analysis and automation and/or re-engineering of business processes.Programs or assists business units with the identification of commercial-off-the-shelf applications that will best serve all Calvert County’s business requirements.
Installs, tests, configures, establishes user accesses, and runs vendor recommended maintenance procedures for business applications. Installs system upgrades and patches. Maintains metadata, program documentation, and configuration management records.
Provides database management, optimization, and data verification on a routine basis.
Institutes and maintains access rights as authorized by business units’ Department Head(s). Maintains audit logs.
Develops programs as necessary to integrate systems, convert data, provide reports, and make information widely available to the general public or internal working groups.
Coordinates and maintains business disaster recovery plans including backup and recovery procedures with cognizant Department Head and System Administration staff.
Troubleshoots reported problem, serves as project resolution manager working with the end user, network engineers, system administrators, desktop support staff, and application vendors as appropriate to resolve software problems.
Responds to system failures.
Prepares management reports; collects, analyzes and evaluates data and information and develops conclusions, action plans, and recommendations thereon. Works closely with the department’s Business Manager to verify the accuracy of the department’s financial transactions as posted to Finance & Budget financial software.
Communicates understanding and support of organization goals and programs through actions and spoken and written words; interacts effectively with individuals and groups at all levels; maintains ties with external organizations; keeps all interested and involved parties informed of matter requiring their attention.
Installs POS devices, printers and credit card readers for all seasonal facilities. Responsible for collecting and inventorying all hardware devices at the end of a season once the facilities close.

Knowledge of--
- Systems Analysis, design, programming, implementation and management processes.
- Management and administration of relational databases.
- Principles and best practices of computer network security.
- Desktop systems and client server and/or web based business implementations.
- Business practices required of county governments.

Required Qualifications (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledge, abilities and skills may be substituted on a full-time year for year basis.)
Training and/or Education:
Bachelor's degree in Computer Science, Information Systems, or related field.
Experience:
Two years of progressively responsible experience in applications software programming and support.
Licenses or Certificates:
One of the following certifications are preferred: MCSA, MCSD, MCDBA, Redhat LINUX Technician or an equivalent current industry certification. Certification requirements are subject to change.
Valid driver’s license.
Special Requirements:
Subject to background investigation.

Work requires ordinary physical effort to sit, walk, stand, bend and reach. Lifting of objects up to 49 pounds. Operation of keyboard devices for sustained periods.
