ASSET SYSTEMS ADMINISTRATOR

DESCRIPTION OF DUTIES :
The Asset Systems Administrator position, under the direction of the Public Works Manager and ITI Applications Delivery Manager, is responsible for updating and maintaining the Township asset management system and data updates for the Geographic Information System (GIS) utilities database system. The primary activities include, but are not limited to, creating and or verifying work orders and updating inaccuracies in GIS systems for the purposes of maintaining and ensuring the township's utility map quality. Provides support to Township employees with GIS field data, field maps, water distribution systems, sanitary sewer collection systems, stormwater systems, open drains, cemeteries, water meters, recreational assets, vehicle repair, and maintenance. This position coordinates with the GIS Administrator and the Municipal Services Department on the Capital Improvement Program. This employee must use initiative and knowledge obtained through higher education to complete assigned tasks in a manner that reflects the Township's goals.
EXAMPLES OF WORK : (Note : These examples are intended as illustrations of the various types of work performed.)
Responsible for collecting and verifying data accuracy between the ESRI GIS platform and the Township's asset management software.Resolves discrepancies between GIS, record drawings, and field observations to determine accurate infrastructure locations.Utilizes the GIS database and the asset management system for the purpose of planning and preparing the Public Works Capital Improvement Program.Develops updates and maintains the Public Works portion of the asset management system.Oversee the development, update and on-going maintenance of the utilities portion of the GIS utilities database which includes the water distribution system, sanitary sewer collection system, storm water system, Fleet and open drain system, and related Public Works GIS data themes.Creates maps for departmental use and the community.Providing support for the Township's asset management software.Maintain asset inventories and databases using GIS tools, service requests, and work order systems.Maintains current knowledge of GIS software applications and technology.Updates GIS feature classes and datasets.Research and investigate discrepancies discovered during operational activities.Coordination and support CIP projects involving water distribution infrastructure during construction.Stay current with industry trends and best practices in GIS mapping and asset management software while also working closely with the Township's existing ESRI / Cityworks vendor to collaborate and support essential Township initiatives.Configure, maintain, and manage the Township's assets using the OpenGov (Cartegraph) asset management system.Conducts field verification, identification, and infrastructure location, utilizing a global positioning system.Reviews automated utility billing and meter reading operations, makes recommendations for improvements and implements changes.Prepares reports and keeps records of work activities.Supervision of Public Works seasonal employees and interns for GPS data collection and GIS development.Trains other departmental staff in the proper use of the system and provides technical support.Performs other duties as assigned.ESSENTIAL JOB FUNCTIONS - KNOWLEDGE, SKILLS, AND ABILITIES :
Bachelor of Science degree in Geography, Computer Science, or Engineering or any combination of experience and training that provides the required knowledge, abilities, and skills. Advanced degree preferred.Must possess a current, valid Michigan Driver's License with a driving history that does not create liability concerns, which includes, but is not limited to, convictions for reckless driving, careless driving, suspended license, or convictions involving drinking and impaired driving.Minimum of four years of GIS experience with ESRI Enterprise, ArcGIS Pro, and ArcGIS Online, required.Minimum of two years with the knowledge of the materials, methods, and techniques commonly used in Public Works activities, including the construction methods used in the installation of water and sanitary sewer lines.Working knowledge of OpenGov (Cartegraph) Software for Asset Management.Experience authoring, updating, and managing web maps and mapping applications using ArcGIS Online, required.Minimum of four years of geographic information systems (GIS) principles and practices.Knowledge of asset management / computerized maintenance management systems and their application.Experience with mobile GIS / GPS tools, including Collector, Survey123, and ArcGIS Field Maps, highly preferred.Ability to provide demonstration, layout, and direct work assignments to a group of employees performing skilled, semi-skilled, and unskilled public works activities and to track their results.Ability to work a non-traditional schedule, requiring hours beyond the normal work week.Familiar with working with a ticketing system to receive and respond to requests from customers, preferred.Ability to research and operationalize new computer applications.Strong technical and analytical abilities required; ability to analyze and comprehend complex data.Ability to effectively communicate in both oral and written formats.Ability to clearly communicate procedures, problems, and policies with others tactfully and courteously.Ability to set priorities and work in a multitasking environment.Must possess excellent interpersonal and communication skills and to effectively work with all levels of staff, contractors, and vendors.Ability to establish and maintain effective working relationships with other employees.Ability to prepare and maintain a variety of management information systems presentations and reports.Ability to interact tactfully and courteously with Township Officials, Department Heads, vendors, and contractors and to collaborate harmoniously with all staff.Ability to be on-call on a rotating basis with other members of the ITI Division.Ability to use initiative, discretion, and specialized knowledge to achieve and maintain desired objectives.PHYSICAL DEMANDS :
