General Description
The Talent Acquisition Specialist performs complex (journey-level) human resources management work, which involves planning, organizing, and managing the talent acquisition process to ensure a steady flow of high-quality candidates to support the agency's mission. This position reports to the Manager of Human Resources, working under limited supervision with moderate latitude in the use of initiative and independent judgment.
Essential Job Duties
Identifies, attracts, and recruits qualified candidates through various recruitment channels; develops and implements social media recruitment campaigns; actively sources and builds a network of qualified talent for difficult-to-recruit positions.Coordinates with the respective business leadership / management, support and establishes recruitment plans, and manages the efficiency of interview and selection processes based on best practices.Develops, implements, and tracks recruitment strategies designed to increase visibility and produce top performing candidates.Assists in the development of job descriptions and the creation of interview questions.May pre-screen candidates and actively participate in the interview and selection process from start to finish; ensures the quality of candidates presented to hiring teams.Works with HR Operations to ensure completion of administrative tasks in the recruitment process including the posting of positions, interview coordination, reference checks, verifications of employment, and onboarding process.Completes all required tasks in the applicant tracking system and updates the status of each position within the system daily. Provides detailed metrics on recruiting efforts.Conducts all assigned compliance duties in accordance with established rules, laws and agency policies and within prescribed time constraints.Ensures that recruitment practices are provided in compliance with established system policies, procedures, and practices.Maintains strict confidentiality.Performs other duties as assigned to maintain workflow.This position requires travel.For Military Crosswalk information, please visit :

Qualifications :
Minimum Qualifications
Graduation from an accredited four-year college or university.Two years of experience in full lifecycle recruiting which includes sourcing candidates, verifying experience, assessing candidates, extending offers, and candidate tracking.Demonstrated ability to work with all levels including senior leadership.Demonstrated use of an applicant tracking system.Able to manage and resolve complex customer situations while creating and maintaining a team culture that has a high level of responsiveness to its customers.Demonstrated experience and education may substitute for each other on a year-for-year basis.Working knowledge of MS Office Suite (Outlook, Excel, Word, etc.)Valid Texas Driver's License and good driving record.Preferred Qualifications
Experience with external recruiting efforts such as job fairs and job boards.Experience in analyzing and reporting HR metrics associated with recruitment functions.Experience using State of Texas CAPPS Recruit.Knowledge, Skills, and Abilities
Knowledge of the principles and practices of full-cycle recruitment.Knowledge of recruitment strategies using social media.Knowledge of employment regulations.Knowledge of HRIS / ATS systems.Skill in working under deadline pressure with an ability to adapt to changes in the work day routine as required.Skill in handling multiple tasks and prioritizing workload.Skill in problem solving, decision making, active listening, and critical thinking.Skill in communicating effectively, both verbally and in writing.Skill in negotiating.Skill in providing excellent customer service.Ability to travel up to 10% to attend career fairs and visit district offices.Ability to champion the goals and strategic communication of the Human Resources Division.Ability to learn ATS software and serve as a subject matter expert on technical resources.Ability to plan, organize, and coordinate programs and activities relating to the talent acquisition function.Ability to maintain strict confidentiality of information and documents.Ability to work independently and as a member of a team.Ability to maintain professionalism and communicate with tact and diplomacy in all situations.Ability to frequently sit, stand, or walk for long periods of time, lift to 30 lbs., open filing cabinets and bend or stand on a stool as necessary. Standard office hours for Commission employees are 8 : 00 a.m. to 5 : 00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency's approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.
