GENERAL DESCRIPTION
Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.
Reporting to the Human Resources (HR) Director, the Organizational Development and Learning Specialist is responsible for creating, developing, and delivering in-person and virtual agency training programs and managerial training. The programs emphasize training of leadership, management, and supervisor skills to large and small groups at headquarters and Regional Service Centers across the state of Texas. Work involves planning, developing, organizing, conducting, and evaluating organizational effectiveness; educational and training programs; and establishing procedures and business practices to continually improve and deliver effective and efficient HR services. Responsibilities also include highly advanced training work with collaboration with subject matter experts in HR. This position administers the LMS365 agency-wide system and training program. Works on advancing the agency's use of web-based training through integration of a variety of software applications and learning tools into curriculum planning. Performs advanced training and E-learning work under limited supervision with considerable latitude in the use of initiative and independent judgment.
ESSENTIAL DUTIES
Content Development and Delivery
Creates, develops and delivers the agency's managerial and leadership training programs. Will develop managerial / supervisory training to create an agency wide management-leadership training program from inception to implementation.
Works closely with HR staff (subject matter experts) to develop HR-related technical and managerial training. Creates and delivers HR subject matter including ADA, FMLA, Performance, Discipline, Risk Management, and other HR related issues.
Delivers instructor-led training and facilitates workshops and meetings in-person and virtually in Austin and TxDMV Regional Service Centers.
Creates and delivers people skills training such as customer service, effective communication, teamwork, emotional intelligence, effective decision-making skills and others as may be necessary.
Adult Learning and Performance Support
Performs activities related to the design, development, and delivery of professional development training programs, including the delivery of training through training workshops and conferences. This includes face-to-face classroom settings and E-Learning such as audio, video, narrated presentations, webcasts, and virtual learning environments delivered to technical and non-technical staff.

Creates learning objective, course outlines, instructional materials, training aids, manuals, and other materials. Uses a variety of modern instructional methods and techniques and formats in the creation of training materials (role playing, simulations, team exercises, group discussions, videos, and lectures); reviews materials and recommends revisions or changes in scope, format, and content.
Develops curriculum based on adult learning theories and the agency's competency model, including learning objectives, course materials and training aids. Refreshes training offerings as needed.
Consults with agency trainers and facilitates train-the-trainer user-group sessions.
Conducts learning / training needs assessments and designs, develops, and implements methods for evaluating training effectiveness.
LMS Management
Assesses the current LMS365 training platform system. Collaborates with the Information Technology Services division as needed.
Develops on-line courses using SCORM compliant software (Adobe Captivate, Articulate), tests courses in LMS365 and deploys to the LMS365 production system.
Develops training material using Adobe Suite (Premiere Pro, Audition, Illustrator, Photoshop, etc.), and deploys to the LMS365 production system.
Administers LMS365. Maintains the instructor-led training calendar and web-based training offerings.
Develops standard methodology for documenting agency training in LMS365.
OTHER DUTIES
Coordinates the Survey of Employee Engagement; conducts focus groups; facilitates discussions regarding survey results and strategies for improvement.
Assist with the Tuition Assistance Program (TAP); ensures TAP program aligns with agency goals, objectives and strategies.
Drives and travels by car (may include flying) to TxDMV offices to meet with staff concerning HR policies and procedures. Represent the Human Resource office at various department and external business meetings. Will travel up to 25% of the time. May include overnight travel. May require working extended hours and some evenings and weekends, as needed.
Works in a normal office work environment and must be able to lift and carry up to 50 pounds.
Performs other job-related duties as assigned.
Evaluates training data; develops BI (Business Intelligence) reports and presents data to stakeholders.
KNOWLEDGE, SKILLS, ABILITIES
Knowledge of training and development procedures and techniques, learning management and learning content management systems; and group processes, group dynamics, and interpersonal relations.
Skill in oral and written communication, in instructing others, and in using a computer and applicable software.
Ability to organize, synthesize, and analyze complex information and Human Resources policies and basic Human Resources legal concepts.
Ability in the exercise of persuasion and influence in complex and sensitive situations within all levels of the organization.
Qualifications : MINIMUM REQUIREMENTS
Education and Experience
Bachelor's degree from an accredited college or university or U.S equivalency thereof in business or public administration, human resources, management or related field plus three (3) years of progressive experience in adult curriculum development and training, instructional design, web-based training development, and with administering a learning management system. Additional related experience may be substituted for education on a year per year basis. (Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.)
