    The Texas Department of Information Resources is the state agency charged with protecting the state's data and critical technology infrastructure, managing a multi-billion-dollar cooperative contracts program, and providing strategic technology leadership, solutions, and innovation to all levels of Texas government.     We leverage the buying power of the state of Texas by combining our customer's IT demand into managed service contracts which are shared jointly by customers. Sharing technology services allows us to offer state-of-the-art technologies and managed services to meet the State's technology goals at volume-discounted rates. DIR contracts with multiple best-in-breed technology vendors, leveraging a Multi-Sourcing Services Integrator (MSI) to provide a single service delivery model for all customers across all vendors. Our shared services model increases service quality for customers through a plug-and-play operating model enabled by standardized processes and tools and reduces statewide costs for shared technology services.

    The mission of the Department of Information Resources' (DIR) Shared Technology Services (STS) Vendor Management Office (VMO) is to :

  • Achieve the objectives outlined in DIR's sourcing strategy,
  • Achieve the business value vendors promise during the procurement, such as ongoing service evolution and continuous improvement, and
  • Provide a unified approach and consistent messaging to vendors across all DIR Stakeholders.
  • So that :

  • Customer demand and satisfaction are met,
  • Risks to DIR and the STS program are managed, and
  • Contract, legal and financial compliance are met.
  • The individual in this role performs highly complex (senior level) program management specialist work. Work is performed under the limited supervision of the Director of STS Vendor Management with considerable latitude for use of initiative and independent judgment.

    Position Summary

    The ideal candidate will have the ability to highlight their strengths in the following functions :

  • Provides program oversight, guidance, and application architecture expertise to evaluate performance of application development and maintenance services offered through the STS program.
  • Leads application related strategy management, service evolution, and technology planning initiatives.
  • Oversees the use of application security development methodologies to ensure the STS program services meet DIRs high security standards.
  • Assists in reviewing and approving Service Management Manual (SMM) technical documents and customer requested technology exceptions to standards.
  • Assists in providing technical consultation to STS vendor managers and STS Project Engineering staff to address technical performance and process issues, advise on deliverables, evaluate, and direct Service Level Improvement Plans.
  • Assists in resolving customer escalations on technology issues or problems. Processes customer submitted technical exception requests.
  • Provides technical expertise in developing RFO scope of work, evaluating proposals, and implementing new contracts throughout the STS procurement process.
  • Performs other work-related duties as assigned.
  • Qualifications : Education

  • Graduation from an accredited four-year college or university with major course work in computer science, computer engineering, MIS, or other IT related field.
  • Additional work-related experience may be substituted for education on a year-for-year basis (High-school diploma required.
  • Experience and Training Required

  • Ten (10) years of progressively responsible experience in the Information Technology (IT) industry managing programs.
  • Experience and demonstrated core competency delivering infrastructure and compute solutions and services in support of application environments.
  • Experience in both public and private cloud environments.
  • Experience in mainstream; emerging technologies associated to IaaS, PaaS and SaaS including competencies such as architecture design, disaster recovery, backup, security, networking, operating and database system management.
  • Experience with strategic initiatives such as Technology Planning, Evolution, Integration and Automation solutions.
  • Experience with Shared Services support environments including process experience such as ITIL, governance, collaboration, vendor management, technology standards, strategy, and policy development.
  • Experience and Training Preferred

  • Experience with complex contracts and providing support aligning vendors to contract.
  • Experience with customer support and ability to communicate well.
  • Working experience and knowledge of ITIL or equivalent best practice operational processes.
  • Knowledge, Skills, and Abilities

  • Knowledge of program management theories and practices; systems and procedures used to evaluate program performance; and local, state, and federal laws and regulations relevant to the administration of the program.
  • Knowledge and understanding of marketplace experience, developments and trends related to application development, including application security best practices and methodologies.
  • Knowledge of mainstream technologies, architectures, and Agile system development methodologies
  • Knowledge of emerging technologies, including Software as a Service (SaaS), low-code, and no-code platform development and deployment
  • Knowledge of change management practices and techniques.
  • Competency in core technologies, including data center and public cloud infrastructure, open standards, database, and integration technologies.
  • Demonstration of team-oriented work ethic and ability to work with vendors as a partner.
  • Demonstrated ability to work on concurrent tasks while effectively prioritizing and coordinating work assignments.
  • Ability to think critically; to recognize and anticipate a problem (technical, operational, process, organizational) and to identify and implement the best solution in a timely manner.
  • Ability to manage multiple priorities.
  • Ability to work across a diverse group of stakeholders and drive alignment / consensus with stakeholders.
  • Ability to analyze program-related information and develop plans to address identified issues and risks.
  • Ability to establish and maintain effective and cordial working relationships at all organizational levels, including agency management, direct supervisors, co-workers, internal and external customers.
  • Ability to understand, follow and convey brief oral and / or written instructions.
  • Ability to communicate both verbally and in writing, in a clear and concise manner.
  • Ability to work independently and as part of a team, and to support and contribute to a cohesive team environment.
  • Ability to work under pressure and exacting schedules to complete assigned tasks.

  • Computer Skills

  • Proficiency in the use of a computer and applicable software necessary to perform work assignments e.g., word processing, spreadsheets (Microsoft Office preferred).
