The Manager will generally be on site with the opportunity for remote working based on workload and required attendance at meetings and/or participation with staff personnel. The Manager will report directly to the Vice President Chief Accounting Officer
Job Summary:
The Manager of Accounts Payable is responsible for overseeing and managing the Accounts Payable/Non-Payroll cash disbursements functions for CNE. This includes, but may not be limited to, the management and maintenance of:
Sensitive vendor information that is maintained in the accounts payable applications.
Policies and Procedures applicable to the disbursement of non-payroll cash while ensuring compliance with regulatory requirements.
Internal control functions designed to safeguard CNE assets.
The Manger will be responsible for ensuring that all federal and state regulations are adhered to, including, but not limited to, vendor set up in the system and annual federal and state tax filings.
The Manager will work closely with the:
Sr. Treasury Management Officer to continually manage the organizations cash position
The accounting and finance teams on matters pertaining to pertaining to proper expense recognition and coding in the general ledger.
The Supply Chain Team on matters pertaining to the payment of vendors for good or services received
The IT Application team on technical matters as they present themselves that are associated with the systems used in the procurement and payables functions
Operational leaders across CNE to continually improve and optimize the accounts payable function.
The Manager will also be ultimately responsible for the supervision, training, and mentoring of the CNE accounts payable staff.
Duties and Responsibilities:
A. Ensure complete and accurate records while seeking the most efficient process for managing invoice processing and accounts payable through the use of technology and industry best practices.
B. Manages the Accounts Payable department and monitors and maintains internal control over the accounts payable/cash disbursements function for CNE.
C. Establishes and maintains an environment of continuous performance improvement. Demonstrates ability to identify root cause of problems and proposes effective solutions, and approaches problems in original and innovative ways while encouraging innovation and creativity on the part of others.
D. Leads Accounts Payable system conversions, upgrades and staff training as necessary
E. Contributes to system enhancements by identifying areas in need of improvement and
F. develops teaching/learning plans for new processes and system tools, as needed. Provides staff training for the use and interpretation of system tools and reports.
G. Coordinates with CNE Purchasing and other resources to identify and implement process improvements in the invoice processing function.
H. Work with CNE Information Services and banking resources to implement solutions that will enable greater efficiency and maximize resources in the cash disbursement process.
I. Monitors Accounts Payable aging and establishes payment protocols to prevent disruption of service.
J. Supervises and develops CNE Accounts Payable staff.
K. Manages human resources effectively.
L. Preserves and protects confidentiality of patient and Hospital(s)/CNE financial information.
M. Performs other related duties as assigned.

Requirements:
Bachelor's Degree Preferred; Associates Degree and minimum of 10 years experience in a supervisory position will be considered.
Minimum of five (5) years in a leadership/supervisory role required.
Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
Highly developed understanding of internal controls specific to the payables function
