The Senior Transportation Operations Technician will, under limited supervision, provide skilled labor and technical expertise as part of the transportation operations functions of the Division. This position will design, fabricate, and install traffic signs, architectural signs, park signs, and vehicle graphics as well as most all other signing and graphic needs for all Carver County entities and other public agencies. The Senior Transportation Technician duties also include installation, operation, and maintenance of traffic control signals, intelligent transportation systems and lighting systems. 

The position includes regularly using and operating light and heavy equipment, materials, and tools in the performance of operations, maintenance, installations, and repairs and other duties of a similar nature or level. This position is required to perform highway maintenance activities as requested by the Operations Manager if such need arises.  The Senior Transportation Technician will be assigned a full-time snow plow route for winter snow and ice removal and subject to 24/7 call out availability for all types of highway maintenance issues.

This position is subject to DOT drug and alcohol testing under 49 CFR Part 382 and 49 CFR Part 40.

  • Assists with the in-house fabrication and installation of traffic signs, graphics signs, and print productions.
  • Places, maintains, and repairs traffic signs, signals, lights, architectural signage and mailboxes.
  • Performs the assessing and diagnosing signal operational and mechanical problems and repairs and tests of a variety of traffic and signal equipment components, which may include traffic signals, signal controllers, detection, lighting, electronic signs and other related highway equipment.
  • Performs construction inspection functions of traffic signal projects to ensure traffic signal projects meet specifications and is in compliance with construction procedures.
  • Works as part of a team to maintain and add enhancements to the County's asset management and inventory system for transportation operations related assets.
  • Provides skilled, semi-skilled and manual labor in the maintenance and repair of transportation operations functions related to the County's traffic signs, work zone temporary traffic control, traffic signals, electronic and intelligent transportation systems, traffic markings and lighting and other related County assets.
  • Performs basic roadway lighting maintenance and operations and assists with responding to and repairing routine lighting malfunctions, including but not limited to photocells, control panels,  lamps, ballasts and hardware.
  • Performs basic electronic signs and intelligent transportation systems maintenance and operations.
  • Performs basic traffic markings maintenance and operations.
  • Assists with performing basic traffic signal communications and fiber optic systems maintenance and operations and repairs.
  • Assists with performing basic traffic signal timing modifications and systems changes, with assistance of a traffic signal lead worker or professional traffic engineer.
  • Perform emergency call-out and special event signage, temporary traffic control, and dynamic changeable message signing for flooding, wind and snow events and other similar types of events.
  • Assists with installing, maintaining, and repairing traffic and construction project highway cameras and providing related technical support and coordination with other County staff stakeholders.
  • Performs maintenance and minor repair of department vehicles, tools and equipment.
  • Performs highway maintenance activities and be subject to 24/7 call out availability for all types of highway maintenance issues, as required by the Operations Manager if such need arises.
  • Performs snow plowing on an assigned route and equipment and as directed by the Operations Manager during regular working hours and on call outs outside of regular working hours for snow and ice removal weather events.
  • Work with the Public Works Division Director to build and maintain the Public Works team work environment to maintain and build effective working relationships with other public officials, staff and the general public. The employee is responsible for maintaining a safe environment for self and others and is accountable for such as described in the Carver County Personnel Policy.  Regular attendance is essential to the maintenance of a smooth and consistent work flow of the employee's responsibilities and the functions of the department as a whole.

•High School Diploma or GED and three (3) years related and progressive work experience with a highway agency, including highway traffic and traffic control maintenance and operations.

•Equivalent combination of education and experience.

•Valid Class A Minnesota Driver's License with air brake and tank vehicle and hazardous materials endorsements.

•Must currently hold or be able to obtain within 24 months of employment MnDOT certification or successful class completion in the following areas: Traffic Control Supervisor Certification, Signal and Lighting Certification, Traffic Signs 101, Traffic Signals 101, Signing Plan Design Course - At-Grade Intersections, Traffic Signal Timing and Coordination, SignCAD Software Updates Training Class.

•Must currently hold or be able to obtain within 12 months of employment the MN Department of Labor and Industry Electrical License requirements for Registered Unlicensed Electrician Certificate for work under the County Class A MN Master Electrician.

•Must currently hold or be able to obtain within 24 months of employment American Traffic Safety Services Association (ATSSA) and International Municipal Signal Association (IMSA) certification in the following areas: IMSA Work Zone Temporary Traffic Control Technician or ATSSA Traffic Control Technician, IMSA Signs & Pavement Markings Technician Level I or ATSSA Pavement Marking Technician, IMSA Traffic Signal Technician Level I, IMSA Roadway Lighting Technician Level 1.

•Must currently hold or be able to obtain within 24 months of employment a certificate or successful class completion in the following areas: Certificate of completion of an Introduction to Adobe Illustrator class or equivalent.

All applications will be screened for minimum qualifications, scored and ranked. The highest ranked candidates meeting minimum qualifications will be recommended for the scored oral examinations (interviews). Final selection for the position will include successful completion of oral interview(s), reference checks, background investigation and pre-placement physical, including DOT drug screen.  

Salary : $28 - $41
