What are the responsibilities and job description for the Human Resources Manager position at Central Confinement Service?
Summary:
The Human Resource Manager will run the daily functions of the Human Resource department including hiring and interviewing staff, administering pay, benefits, and leave, and enforcing company policies and practices
Duties and Responsibilities:
- As part of the senior leadership team, this person would be part of 30, 60, and 90-day forecasting and budgeting for the HR department as well as forecasting for the following year
- Assist in ensuring to attract and retain top talent while maintaining compliance with HR best practices and regulations
- Develop and implement policies, procedures, and best practices
- Oversee recruiting efforts as needed- set up and interview candidates, create offer letters, and facilitate new hire orientation and onboarding process including conducting background checks and pre-employment drug testing
- Maintain and update Internship and Apprenticeship programs
- Complete and ensure compliance with E-Verify; conduct annual I-9 internal audits
- Responsible for posting jobs and updating job descriptions as needed
- Participate in job fairs and social media campaigns to enhance agency's employment and brand awareness
- Develop and maintain a candidate sourcing/recruiting strategy to proactively build the bench for future growth
- Oversee company benefits and the annual open enrollment process
- Oversee company training and professional development
- Partner with senior leadership team regarding performance management to include performance development plans, performance improvement plans, and employee relations
- Partner with senior leadership team regarding promotions and compensation
- Manage offboarding employees including exit interviews
- Advocate, initiate, and implement technology for efficiency in the HR department
- Responsible for preparing, conducting, and overseeing the payroll process for each pay period
- Efficient in different HRIS systems including ADP and Isolved
- Responsible for administrating 401(K) enrollments and contributions
- Ongoing review of industry standards for human resources best practices, salary analysis, and benefits and recommend modifications to remain competitive in the industry
- Ongoing review of federal and state laws, and updating the employee handbook, policies, and SOP's as required
- Submit worker compensation claims and follow up with the employee and adjuster as needed
- Responsible for handling leave of absences including attendance, FMLA, STD, and LTD
- Oversee marketing initiatives including but not limited to networking and training events, corporate meetings, and events, company apparel, swag, and social media
- Initiate and implement community-related and employee events
- Exhibit confidentiality with executives, employees, and company information
- Prepare and maintain all personnel files assuring accuracy, compliance, and confidentiality
- Perform other job duties assigned
Required Qualifications:
Education:
- Master's, Bachelor's or Associate's Degree in Business Management, Human Resources, or relevant field
Experience:
3-5 years of Human Resources Management or relevant experience is required.

Knowledge of:
- Leadership and computer skills
- Strong verbal and written communication skills
- Excellent interpersonal, negotiation, and conflict resolution skills
- Proficiency with Microsoft Office or related software
- Problem solving and organizational skills, including time management, delegation, prioritization, and multitasking

Physical Requirements:
- Must be able to lift 20 pounds at a time
- Must be able to sit at a desk for long periods at a time and work on a computer
