What are the responsibilities and job description for the Early Intervention Program Evaluation Consultant position at Central Susquehanna Intermediate Unit 16?
JOB ASSIGNMENT: CSIU Early Intervention / Preschool Program and requires travel primarily within the Lewisburg, PA area.
ORGANIZATIONAL RELATIONSHIP: The evaluator reports directly to the Director of Special Education and Alternative Placement, or in their absence, to the Chief Academic Officer.
JOB DEFINITION: This person will assist the Early Intervention program with child find and evaluation of young children.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Attend Toddler Transition meetings conducted by our Early Intervention counterparts (Infant/Toddler), inform parents of next steps and complete the transition process prior to each child’s third birthday.
- Screen and, when appropriate, evaluate children referred to the Preschool Early Intervention program through the intake process in a timely fashion.
- Submit referrals for appropriate services as deemed necessary through the evaluation process.
- Complete all necessary evaluations and resulting documents for young children as per state regulations and in a timely fashion.
- Develop Individualized Education Program (IEP), conduct required IEP team meetings, and secure parental written consent for student services as per state regulations and in a timely fashion.
- Submit all special education paperwork and supplementary documents to the Preschool Early Intervention office within time requirements.
- Contributes to the team management of all problems, issues, and opportunities.
- Responsible for establishing and maintaining a working relationship with parents, teachers, administrators, social service agencies and others responsible for meeting the needs of eligible young children and their families.
- Keep abreast of current information regarding preschool education and regulations through professional reading, conferences, in-services, and training sessions.
- Assist in staff development by providing and participating in staff in-services and by staying abreast of CSIU, State and Federal policies and procedures.
- Participate in curriculum development.
- In accordance with PA Chapter 14.133, staff will perform behavior prevention, de-escalation,
and/or safe physical management techniques.
NON-ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Performs other related duties as assigned by the Early Childhood Program Supervisor or the Director of Special Education and Early Childhood Services.
- Attend some evening events/activities as appropriate.
EDUCATION, EXPERIENCE AND SKILLS REQUIRED:
- A Bachelor’s degree in Special Education or an education field is required. A Master’s degree is preferred.
- A valid Pennsylvania teaching certificate in the area of Early Childhood N-3, Grades PK-4, Special Education PK-12 or Special Education PK-8 is required. A Special Education certificate is preferred.
- Minimum of three (3) years’ teaching experience.
- Knowledge of child development and its relationship to curriculum content, developmentally appropriate teaching strategies and preschool materials and equipment needs is required.
- Knowledge of Special Education regulations is required.
- Excellent communication and interpersonal skills, ability to cope with stressful situations, ability to complete extensive paperwork within timelines and the ability to accept great cultural diversity is required.
- Training in CPR and First Aid are required.
ADDITIONAL ELIGIBILITY QUALIFICATIONS:
- Current, approved Act 34 (PA State Police), Act 151 (PA Child Abuse Registry) and Act 114-FBI Fingerprint clearances are required and must be renewed at appropriate, specific intervals pursuant to Act 153 of 2014 (revised Act 15 of 2015).
- Current, approved Act 126 Mandated Reporter Training certificate showing completion of a minimum of three (3) hours training every five (5) years.
PROFESSIONAL DEVELOPMENT REQUIREMENTS:
- Obtain permanent certification within the necessary timelines.
- Accumulate Act 48 hours within the necessary timelines.
- Attend training seminars and in-service programs identified as important to the operation of the instructional program.
- Continued training in First Aid and CPR are required.
- In accordance with PA Chapter 14.133, staff will participate in training regarding behavior prevention, de-escalation, and/or safe physical management techniques.
PHYSICAL REQUIREMENTS:
- Must have strength and ability to lift young children (approximately 50 lbs.).
- Must have strength and ability to carry teaching materials/bags (approximately 20 lbs.).
- Must tolerate considerable bending, stooping and squatting.
- Must be able to assist children with self-help skills.
- Must be able to negotiate stairs and rough terrain at centers and homes.
TIME AND SITE REQUIREMENTS:
- This is a full-time exempt bargaining unit position following a 7.5 hours per day, 188 days over 12-months work schedule.
- Attendance at work is a requirement of this position; any and all absences must be approved by the immediate supervisor.
- Must have transportation to work locations.
- Must be able to arrive at various locations on schedule over a wide geographic area.

It may not be used for personal profit or gain and will be relinquished to the CSIU upon termination of employment from the CSIU.
