JOB ASSIGNMENT: Itinerant - CSIU Early Intervention / Preschool Program. This position requires travel to the various early intervention/preschool programs within Lewisburg and Mifflinburg areas.
ORGANIZATIONAL RELATIONSHIP: This position reports to the program supervisor of the Preschool / Early Intervention program and in their absence, to the Director of Early Childhood Education.
JOB DEFINITION:
This person will be responsible for facilitating the language, cognitive, motor, social-emotional, and self-help growth of the children assigned to teacher using developmentally appropriate activities. The teacher is responsible for scheduling and conducting assessments and Multi-Disciplinary Evaluation (MDEs), developing Evaluation Reports (ERs), developing Individual Education Plans (IEPs), coordinating placements, monitoring progress and reporting progress to the families, and assigning/overseeing teaching assistants. The position will ensure that all early intervention services for children and their families are coordinated and comprehensive.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Responsible for Individualized Education Plan (IEP) development and implementation.
- Develop and provide direct instruction to students as it pertains to their goals.
- Implement and coach IEP team on the specially designed instruction included in the IEP.
- Responsible for regularly monitoring progress on IEP goals to determine a child’s progress or lack of progress.
- Responsible for creating and distributing student progress reports, based on progress on progress monitoring, as outlined in the IEP and EI calendar.
- As assigned by your supervisor, participate in the screening and evaluation process with the MDE team and develop the ER when instructed.
- Responsible for timely development of student record reviews and re-evaluation reports as documented in preschool procedures.
- Responsible for establishing and maintaining a working relationship with parents, teachers, administrators, social service agencies and others responsible for meeting the needs of eligible young children and their families.
- Coach and families and early childhood partners on researched based best practices.
- Itinerant teachers will share their weekly schedule with their supervisor via outlook or STaR.
- Assist in coordination of any transition activities for assigned children.
- Keep abreast of current information regarding preschool education and regulations through professional reading, conferences, in-services, and training sessions.
- Assist the program supervisor in updating teaching assistants on CSIU and preschool policies and procedures. This includes review and revision of preschool procedures.
- Assist in staff development by providing and participating in staff in-services and by staying abreast of CSIU, State and Federal policies and procedures.
- Participate in curriculum development.
- Adhere to OCDEL (Office of Child Development and Early Learning) initiatives.
- Review and adhere to the preschool program policies and procedures.
NON-ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Performs other related duties as assigned by the program supervisor or their designee.
- Attend some evening events/activities as appropriate.
EDUCATION, EXPERIENCE, AND SKILLS REQUIRED:
- A Bachelor’s degree in education or special education.
- A valid Pennsylvania instructional teacher certificate in one of the following areas is required:
- 2840-Early Childhood N-3
- 2825-Grades Pre-Kindergarten - Grade 4
- 9226-Special Education PK-8
- 9231-Special Education PK-12
- Experience with young children and knowledge of child development and its relationship to curriculum content, developmentally appropriate teaching strategies and preschool materials and equipment needs is required.
- Possess an understanding of state and federal regulations as they pertain to early childhood and/or special education.
- Possess the ability to direct, control, plan, and use good judgment and communicate effectively to stimulate learning.
- Experience in social services with families or mental health is beneficial.
- Demonstrated organizational, written and oral communications skills are essential.
- Highly effective interpersonal skills, teamwork and an ability to function independently required.
- Effective operation of personal computers and email is an essential part of this position.
- Adept at using virtual meeting platforms such as Skype, Zoom and Microsoft Teams.
- Possess the ability to direct, control, plan, and use good judgment and communicate effectively to stimulate learning.

ADDITIONAL ELIGIBILITY QUALIFICATIONS:
- Current, approved Act 34 (PA State Police), Act 151 (PA Child Abuse Registry) and Act 114-FBI Fingerprint clearances are required and must be renewed at appropriate, specific intervals pursuant to Act 153 of 2014 (revised Act 15 of 2015).
- Current, approved Act 126 Mandated Reporter Training certificate showing completion of a minimum of three (3) hours training every five (5) years.
PROFESSIONAL DEVELOPMENT REQUIREMENTS:
- Maintain PDE certification requirements of Act 48 hours for the Professional Education Records Management System (PERMS) specific five (5) year periods.
- Attend training seminars and in-service programs identified as important to the operation of the instructional program.
- Training in CPR and First Aid are required as well as continued training in First Aid and CPR to remain current.
- In accordance with PA Chapter 14.133, staff will participate in training regarding behavior prevention, de-escalation, and/or safe physical management techniques.
- Participates in workshops/seminars to increase knowledge in special education/autism.
- Participates in training sessions on best use of IEP software.
- Participates in workshops/seminars to increase computer skills.
PHYSICAL REQUIREMENTS:
- Must tolerate considerable bending, stooping and squatting.
- Training in CPR and First Aid are required.
- Sedentary: Able to sit for extended periods of time, occasional walking, standing (as necessary) and able to lift and carry up to 50 pounds and with assistance if over 25 lbs.
- Must be able to assist children with self-help skills.
- Must be able to negotiate stairs and rough terrain at centers and homes.
- Ability to lift and reposition students of varying weight is critical. Considerable bending, stooping, kneeling, and squatting must be tolerated.
- Dexterity: Finger movements (computer keyboard, calculator), eye-hand coordination (office equipment, etc.).
- Audio-Visual Requirements: Within normal range with or without correction.
- Is able to move throughout all buildings, floors and grounds. Must be able to negotiate stairs and rough terrain at centers and homes.
- Worksite Environment: Primarily indoors-office setting with occasional exposure to outdoor elements/climate during the day.
- Mental demands: Steady response to unpredictable situations, ability to remain calm and productive during stressful situations. Demonstrates independent judgment, discretion and is able to manage multiple projects and deadlines.
- Ability to travel to various work site locations (i.e. school, homes and school buildings) and meetings as needed.
TIME AND SITE REQUIREMENTS:
- This is a full time, exempt bargaining unit position which follows a 188 day, 7.5 hours per day, over a 12-month period schedule.
- Must have transportation to work locations; and be able to arrive at various locations on schedule over a wide geographic area.
- Attendance at work is a requirement of this position; any and all absences must be approved by the immediate supervisor.
