Provides operational support and technical guidance to school security and administrative staff; training in safety and security related skills and knowledge to security staff, school administrative, teaching and other support staff; assisting in the development and maintenance of the Standard Operating Guidelines for School Security Officers; and assists in Emergency Operations Center during disasters, crises, and exercises.Responsible

for the supports and monitoring related to school division initiatives to include safety app-based functionality, coordination of school access products and processes, and school site safety transportation efforts. Must have excellent communication skills for working with school staff as well as with parents, students and members of the community.

Essential Job Functions: 

  • Assists the Safety and Security Manager in the development, implementation and delivery of a comprehensive training program for the department, including state-mandated initial and in-service training programs for all School Security Officers; trains and mentors newly hired/promoted Security Officers; works with designated school administrators  to develop and evaluate the performance of School Security Officers.

  • Leads or participates in committees, task forces, and working groups related to school safety, building management, public safety, emergency management, and other related areas.

  • Responds to after-hours emergencies affecting school operations and property; works in the county Emergency Operations Center as the primary school division representative during disasters, crises and exercises. 

  • Conducts and manages the Crime Prevention through Environmental Design based assessments of all school division properties, in conjunction with other division and county departments, developing strategies to correct deficiencies, to include work orders, future budgetary needs, and education.

  • Assists principals and School Safety Teams with developing and completing required crisis drills, annual school crisis and emergency management plan development, annual state school safety surveys, and other regulatory demands

  • Acts in the role of the Manager in his/her absence.

  • Supports the supervision and evaluation of staff that work in conjunction with Safety areas (like Locksmiths) and monitors and reports on concerns with school site safety mechanisms with facility staff.

  • Supervises and evaluates Locksmiths.

  • Develops, implements, and operates a division key and lock management system

  • Participates in training and professional development to enhance knowledge, skills and proficiency related to profession.

  • Makes presentations to various community groups and organizations about school safety and security; serves on school safety and security committees, task forces, and special projects as assigned.

  • Initiates and maintains effective liaisons with other school divisions, state and local public safety agencies, and professional societies to maintain a current knowledge of developments and research in the profession.

  • Responds at all hours to major incidents of vandalism, burglary, fire, natural disasters, and threats.

  • Assists Human Resources with difficult or sensitive personnel activities, such as termination of employment.

  • Performs other duties as assigned.


Budgetary Responsibility:    

Assists with managing the safety operating and labor budget and works with facilities staff to verify project progress and completion for reporting purposes.

Equipment Operation

Operates personal computer, basic office equipment and medical equipment related to security. Audio-visual equipment and instructional equipment for training as well as specialized security equipment such as alarms, video cameras, metal detectors, cell phones, pagers and radio communications equipment.


Contacts:  

Regular contact with department leaders, school administrators, parents, students. External contact with state and local public safety agencies.


Work Direction/Supervision:  

Provides work direction and training to school security officers and temporary security staff. Supervises and oversees work of locksmiths.


Decision Making:  

Performs majority of functions independently.


Formal Policy-Setting Responsibilities:  

Performs majority of tasks independently; decisions impact the safety of the entire school system. Seeks supervisory advice and guidance in complex situations.


Physical Demands

Must have the ability to sit and stand for extended periods of time; exhibit manual dexterity to use a telephone, to enter data into a computer terminal; to see and read a computer screen and printed material with or without vision aids; hear, understand speech and speak in audible tones so that others may understand clearly at normal levels indoors and on the telephone. Physical agility to bend, stoop, sit on the floor, climb stairs, walk, reach overhead and have the ability to lift objects up to 50 pounds. 


Work Environment: 

While performing the duties of this job, the employee regularly works in a public school setting.  The employee is occasionally exposed to hazardous chemicals and fumes and boisterous people or crowds and may frequently work in outside weather conditions and around moving vehicles.  The noise level may vary.


Comprehensive knowledge of security and crime prevention principles, best practices and related laws and policies.  

Demonstrated ability to advise internal and external customers on matters of safety and security. 

Knowledge or training in tactical response, emergency medical management, CPTED/ mitigation, hazard mitigation and prevention and threat assessments.

Demonstrated ability: to effectively administer emergency actions; to manage programs; lead the work of others and work effectively and collaboratively with a variety of people, handle sensitive issues and work under adverse conditions; to communicate effectively, orally and in writing with a diverse range of individuals. 

Skill in operating personal computers, utilizing spreadsheet, word processing and presentation software (Word, Excel and PowerPoint preferred).  

Knowledge and understanding of physical security hardware and adult training methods.

Education in Criminal Justice, Security Management, Homeland Security or a related field (Bachelor’s degree preferred).  Certification as Crime Prevention Specialist or Physical Security Professional and  certification as a Virginia School Security Officer Instructor is required within one year of appointment.  Ten plus years of professional security or law enforcement experience preferably with a multi building organization or school division. Experience in developing crisis response plans, preferably for schools. Requires 24-hour on-call duty. Valid VA Driver’s License. This position requires the incumbent to drive. In accordance with Policy 5431, an employee who occupies the position and is assigned a district-owned or leased motor vehicle will be subject to annual driving checks and must maintain acceptable records pursuant to the standards set forth in the policy.


Preferred: Certification in Emergency Management and as a CPR/AED/first aid instructor.  Familiarity with related computer programs such as Raptor visitor management system and Keystone network key management software. Education, training, or experience sufficient to demonstrate the required knowledge, skills and abilities.
