About the Chief Digital and Artificial Intelligence Office
The Chief Digital and Artificial Intelligence Office (CDAO) is a Principal Staff Assistant (PSA) responsible for the acceleration of the adoption of data, analytics, and Artificial Intelligence (AI) to generate decision advantage across the Department of Defense (DoD). The Joint Artificial Intelligence Center (JAIC), Defense Digital Services (DDS), Chief Data Office (CDO), and forward-leaning programs of record including Advana have officially joined together to form one organization, the CDAO! The CDAO enables the Military Departments and Services, Joint Staff, Combatant Commands (CCMDs), Office of the Secretary of Defense (OSD), and other DoD Components, to swiftly introduce new capabilities and effectively experiment with new operational concepts in support of DoD's warfighting missions.
The CDAO's Human Resources Office is seeking an experienced HR Specialist with in-depth Department of Defense (DoD) human resources management expertise to provide strategic support for senior leader personnel. This position requires detailed knowledge of DoD-specific HR policies, practices, and systems, as well as extensive experience managing the career lifecycle of senior executives. The ideal candidate will excel at navigating complex personnel processes and advising on compliance with DoD regulations, ensuring the seamless management of senior leaders who drive the CDAO's mission to advance data, digital modernization, and AI initiatives.
This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f and does not convey eligibility to be converted to the Competitive Service. This position sits onsite in Washington, DC. The pay grade for this role is GG-0343-14.

What you'll do here :
- Manage the complete lifecycle of senior leader assignments, including onboarding, relocations, promotions, reassignments, and retirements, ensuring adherence to DoD policies and timelines.
- Coordinate and facilitate key HR actions such as SES Qualification Reviews, Executive Core Qualification (ECQ) submissions, and performance management evaluations.
- Provide expert guidance on the Presidential Rank Awards and other executive-level recognition programs.
- Apply and enforce DoD HR regulations, including DoD 1400.25-M (Civilian Personnel Manual), Defense Civilian Intelligence Personnel System (DCIPS) guidelines, and SES-specific directives.
- Ensure compliance with the Joint Travel Regulations (JTR) for senior leader relocations, temporary duty assignments, and travel entitlements.
- Act as a liaison between the CDAO and the Office of the Secretary of Defense (OSD), Defense Civilian Personnel Advisory Service (DCPAS), and other DoD agencies on senior leader personnel actions.
- Collaborate with CDAO leadership and DoD components to address strategic workforce planning, succession management, and talent development for senior executives.
- Represent the CDAO in interagency and intra-DoD meetings related to executive-level HR policies and practices.
- Oversee the SES and senior civilian performance management process, ensuring timely appraisals, performance documentation, and pay pool management.
- Analyze and report on senior leader personnel trends, HR metrics, and workforce challenges, providing actionable recommendations to leadership.
- Problem-Solving and Dispute Resolution
- Provide expert HR guidance to resolve complex personnel matters, including executive grievances, ethics concerns, and disciplinary actions.
- Advise on Equal Employment Opportunity (EEO) and labor relations matters involving senior leaders.
