What are the responsibilities and job description for the Procurement Manager position at Childrens Rescue Fund?
PRIMARY FUNCTION/PURPOSE:
The Procurement Manager will assist the Vice President of Administration with all matters relating to procurement that include, but is not limited to: Coordinating sourcing, liaising, and negotiating with new and existing vendors, subcontractors, and program to improve and streamline the procurement department. This will include creating documentation, requests for proposals, requests for bids, requests for qualifications, single/sole source procurements, necessary for the acquisition of materials and services.
PRIMARY RESPONSIBILITIES
- The Procurement Manager is the key interface between vendors and internal departments. Responsible for supplier negotiations for materials, services, transportation, construction, and maintenance of CRF sites.
- The Procurement Manager will re-negotiate contracts with suppliers to produce better savings, provide updates about procurement-related progress and potential.
- Coordinate with procurement team the receipt of goods and services to ensure timely and effective procurement.
- Participate in RFP process, including conducting responsiveness checks and quality assurance reviews for submitted evaluations and review vendor bids, quotes, and contracts to ensure accuracy.
- Manage receiving systems to ensure the timely receipt and accurate recording of goods and services. Maintain well-organized, up-to-date, and accessible reports and records.
- Oversee systems for the distribution of supplies and equipment, ensuring smooth facility operation, provision of client services, and allocation of expenditures to appropriate program departments.
- Maintain inventory schedules at CRF for Homeless Services programs.
- Work with the accounts payable and budget department to submit invoices and documents for vendor payments.
- Performing general research.
- Perform other duties and special projects as required.
SECONDARY RESPONSIBILITIES:
- Facilitate effective communication with other staff within an interdisciplinary context, participate in and contribute to staff meetings and the development of policies and procedures.
- Participate in training and staff-development activities to acquire and maintain both interpersonal and operational skills necessary for successful job performance.
PRINCIPAL RELATIONSHIPS:
- Frequent contact with staff within all Departments to obtain and exchange information, and to coordinate and anticipate inventory, purchasing and maintenance needs.
- Collaborative working relationships with and guidance to volunteers helping in CRF.
- Sensitive and respectful relationships with clients served in CRF.
- Frequent contact with outside personnel including vendors to assure orders are received.
MINIMUM QUALIFICATIONS:
- Bachelor’s degree preferred as well as relevant academic training or transferrable skills.
- 4 years’ experience in nonprofit materials management and inventory control required.
- Contract negotiation and supplier management experience with understanding of legal / financial risks and key terms and conditions within goods and services contracts.
- Ability to prioritize and manage intense workloads in a complex, fast-paced environment.
- Self-starter with ability to handle and prioritize multiple projects.
- Excellent writing, organizational, communication and follow-up skills. Knowledge of office systems; MS-Office preferred.
- Strong interpersonal skills.
- Ability to learn, understand and follow the Agency’s procurement policies/procedures.
- Ability to learn, understand and follow city and state procurement statutes.
- Solid experience in office procedures, accuracy, detail oriented, productive and demonstrates the ability to take initiative to ensure tight deadlines are met.
- Must be well-organized and attentive to detail; and have the ability to work within a fast-paced work environment.
- Ability to work independently and as part of a team.
- Always exhibit a professional demeanor to all customers.
OTHER REQUIREMENTS (including Physical Demands):
- May be required to work long hours and a varied schedule.
- Travelling throughout various locations in the New York City area.
- Lifting and moving objects weighing up to 75 pounds several times a week.
