The Marine Manager oversees the management, operation and maintenance of the Marine Department and the vessels assigned to the United States Army Kwajalein Atoll (USAKA) on Kwajalein Atoll, Republic of the Marshall Islands.
Essential Duties & Job Functions:
- Manages the departmental safety program to include oversight of work processes and Job Safety Analysis (JSA), safety training, and safety supervision of all work/tasks.
- Develops the departmental budget and ensures costs are budgeted and tracked throughout the fiscal year.
- Oversees the development and management of an effective preventive maintenance program and collaborates with the appropriate parties to ensure maintenance and vessel overhauls are performed on time and within budget.
- Manages the dive team including operations of the recompression chamber.
- Oversees the departmental training program to include training goals, class requirements, training schedules, TDY funds, and local training.
- Oversees Port Operations to include vessel berthing assignment, stevedore operations, vessel clearances, passenger issues and safety, and establishment of procedures for fueling, cargo handling and passenger guidelines.
- Develops mission support plans with customers and ensures that crews are briefed on missions and duties.
- Ensures customer needs are met during the planning of vessel operational assignments and expected tasks.
- Coordinators with other departments on marine issues and range mission.
- Performs required general vessel.
- Supervises the maintenance of department safety records, reviewing all safety investigations of all accidents, near misses and safety concerns.
- Manages the employee disciplinary process to include investigation of complaints of violations of company and government policies and regulations and recommends and implements disciplinary actions.
- Submits weekly, monthly, and quarterly reports as may be required.
- Oversees the annual performance evaluation.
- Performs other duties as assigned.
Mandatory Requirements:
- Bachelor's degree in a marine, business, science, or engineering field, or an equivalent level of education and experience OR graduate of a US State Maritime college or Federal Naval Maritime or Coast Guard Academy.
- U.S. Coast Guard 500T Masters License , for international waters (minimum), or USCG, Chief Engineer Unlimited tonnage or horsepower.
- Five years marine shipboard experience, three years’ experience with shore side vessel management or port operations.
- Five years of work management systems development and in the maintenance of marine vessels in a shipyard or marine terminal for the public sector.
- Ability to obtain a secret security.
- Must be able to obtain and maintain a U.S. passport.
- Valid U.S. Driver’s License required.
