This role is critical in identifying, attracting, and qualifying top-tier talent to support our government contracting operations, with an emphasis on capture activities such as sourcing and vetting key personnel for task orders and proposals. Key Responsibilities
- Develop and execute a comprehensive talent acquisition strategy tailored to the GOVCON environment.
- Partner with Capture and Business Development teams to identify and qualify personnel for bids, proposals, and task orders.
- Lead full-cycle recruiting, including job description creation, sourcing, screening, interviewing, and offer management.
- Build and maintain a pipeline of qualified candidates, particularly for high-demand roles in government contracting.
- Collaborate with Hiring Managers and the Proposal Team to align staffing efforts with project and proposal timelines.
- Serve as the primary liaison for candidates throughout the recruitment process, ensuring a seamless and positive experience.
- Manage administrative processes related to hiring, including compliance with labor regulations, EEO standards, and reporting requirements.
- Develop and implement innovative strategies to enhance employer branding and promote CICONIX as an employer of choice in the GOVCON market.
- Monitor industry trends and market intelligence to refine sourcing and talent acquisition approaches.
- Represent CICONIX at career fairs, industry events, and other networking opportunities to build relationships with potential candidates and partners.
- Create and present regular reports on recruitment metrics, hiring trends, and staffing projections to senior leadership.
- Bachelor’s degree in HRM, business, psychology, or a related field.
- Minimum of 7 years in talent acquisition including 3 years in the GOVCON sector with a focus on recruiting for task orders and proposals.
- Demonstrated ability to source, qualify, and retain key personnel for government contracts.
- Familiarity with Applicant Tracking Systems (ATS) such as JOBVITE, as well as sourcing tools and candidate management systems.
- Strong understanding of OFCCP compliance and other government contracting recruitment requirements.
- Excellent communication skills, both written and verbal, with the ability to engage and persuade diverse audiences.
- Advanced proficiency with MS 365 (Office Suite), Microsoft Teams, and other collaboration tools.
- Highly organized, detail-oriented, and capable of managing multiple priorities in a fast-paced environment.
- Strong interpersonal skills and a commitment to building long-term relationships with candidates and stakeholders.
- Experience in proposal staffing and capture activities for federal contracts.
- Knowledge of labor categories and requirements for roles commonly associated with government task orders.
- Strong sales and negotiation skills to effectively market roles and secure top talent.
- Must be eligible to work in the U.S.
- Ability to obtain and maintain security clearance as required by project needs.
