JOB DESCRIPTION

JOB TITLE:              COURT SECURITY SERVICES ADMINISTRATOR
GRADE:                    22
SALARY:                  $113, 220 or commensurate with experience
LOCATION:             COOK COUNTY, ILLINOIS
HOURS:                     AS REQUIRED

JOB SUMMARY AND DUTIES:

The Court Security Services Administrator is responsible for investigating and coordinating the response to all matters that affect the safety and security of the judges and employees of the Circuit Court.  This position reports directly to the Chief Judge on highly sensitive matters and maintains utmost confidentiality.  The Administrator is available 24/7 to address emergency situations and direct internal and external communications as required.  The Administrator performs the following duties:
 
  • Assesses and investigates threats directed at or received by Circuit Court Judges; conducts preliminary inquiry, reports findings to the Chief Judge, refers the matter to the Sheriff’s Police Department for action as necessary, and serves as primary point of contact for Sheriff, Chief Judge and senior staff, and judges;
  •  Develops, updates, implements and disseminates court security, including cybersecurity, policies and protocols, consistent with nationwide best practices for court systems;
  • With the Cook County Sheriff’s Police Department, participates in conducting seminars on security and threat assessment for Circuit Court Judges;
  • As warranted and assigned, participates in investigations into misconduct, wrongdoing, waste, gross mismanagement or improper activities of employees of the Office of the Chief Judge; refers potentially criminal matters to appropriate federal, state, or local law enforcement/prosecutorial agencies for appropriate action; serves as primary point of contact and maintains follow-up with those agencies; prepares confidential reports and recommendations for corrective actions, including internal controls, to the Chief Judge
  • Reviews and responds to all mail received by the Chief Judge from inmates of the Illinois Department of Corrections;
  • Serves as the primary contact between the Cook County Sheriff’s courtroom security detail with regard to security issues, and assesses the need for and arranges for additional courtroom security as warranted in anticipation of extraordinary issues;
  • Meets with and resolves issues raised by unannounced walk-in visitors to the Office of the Chief Judge
  • Maintains and updates quarterly the Court’s Multiple Arrest/Emergency Telephone List
  • Reviews the Sheriff’s daily “sweep” logs and conducts appropriate follow-up;
  • Performs such other duties as may be assigned by the Chief Judge

MINIMUM QUALIFICATIONS

Education and Experience
  • Bachelor’s Degree in Public Administration, Criminal Justice, Accounting, Paralegal Studies, or related field; Master’s Degree or higher preferred;
  • Seven years progressively responsible experience in security and investigative work, legal, law enforcement or prosecutorial background preferred;
  • Knowledge of the court system

Job Skills and Abilities
  • Excellent written and oral communication skills
  • Ability to perform proactive independent investigations, including across all social media service providers and internet sources, to determine whether any unlawful and abusive behavior or active threats exists that target the judiciary or court employees
  • Knowledge of and experience with protocols for all social media service providers to report postings that are unlawful, abusive or contain active threats that target the judiciary and its employees.
  • Ability to work collaboratively
  • Ability to demonstrate leadership, identify and articulate issues, and speak publicly
  • Self-motivation and accountability to the judges of the Circuit Court
  • Ability to think clearly and act promptly in emergency situations, and to provide advice and updates in a timely manner
  • Skill in eliciting and organizing facts from diverse sources
  • Excellent record-keeping skills
  • Familiarity with applicable laws relative to reported cases of various forms of abuse, fraud, waste, and mismanagement
  • Thorough knowledge of the legal process applicable to criminal cases and civil claims
  • Familiarity with legal terminology
  • Sound judgment and discretion, ability to maintain confidentiality and objectivity
  • Ability to travel to court and other locations in and around Cook County
  • Ability to respond to emergency matters on a 24/7 basis
  • Ability and willingness to work 100% in person.
