SUMMARY: This position oversees the development and implementation of all areas of Human Resources including but not limited to recruiting, benefits, risk, and organizational development functions for the District, ensuring adherence to all District policies and practices as well as state and federal laws. This position exercises broad latitude in ensuring a balance between the District's needs as a business and the employee's needs as a customer, ensuring management and employees are kept abreast of internal and external activities, trends, legal rulings and regulatory changes (local, state and federal), updating formal policies and practices, communicating with employees, performing audits of HR systems and programs, maintaining high internal credibility and positive working relationships with all levels of management and the employee population, and exhibiting strong teambuilding, mediation, and leadership skills, strategic thinking and context-sensitive recommendations for issue resolution. Other duties include ensuring improvement of department and District practices, incorporating best industry practices and performance metrics, and serving on various committees. Advises and assists staff with employee performance improvement and administration of discipline.

ESSENTIAL JOB FUNCTIONS:

1. Assumes full management responsibility for all services and activities of the HR/Risk Department to include recruitment and selection, classification and compensation, employee relations, personnel records management, risk management, organizational development, EEO/Affirmative Action and Diversity.

2. Ensures compliance with all Local, State and Federal laws, and professional standards governing the administration of Human Resources and Risk Management functions for the District.

3. Develops and implements District-wide policies; provides expert professional assistance to all levels on policy and personnel-related issues.

4. Manages the District’s employee benefit/insurance plans, including health, vision, dental, life insurance and 457(B) retirement savings plan; compiles relevant information to analyze and research benefit options; reconciles invoices.

5. Manages general liability, workers’ compensation, and property and casualty insurance program; oversees bid process and negotiates coverage premiums as needed.

6. Manages the District’s Drug & Alcohol Program as required by the Federal Transit Administration.

7. Interprets, administers and counsels District staff with respect to HR policies, procedures, and employment law; receives, processes and resolves employee concerns and complaints; performs investigations of complaints and recommends corrective action plans; conducts complex personnel investigations and confers with attorney for final resolution when necessary.

8. Selects, trains, motivates and evaluates assigned personnel; works with employees to correct deficiencies; implements discipline and termination procedures.

9. Plans, directs and coordinates, through subordinate level staff, the HR/Risk’s work plan; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures.

10. Manages intern program by conducting orientations; scheduling rotations and assignments; monitoring intern job contributions; and coaching interns.

11. Administers the performance review process and salary administration programs to ensure effectiveness, compliance and equity within the District; implements compensation programs; develops and devises job descriptions as needed; monitors pay-for-performance programs and makes recommendations for changes.

12. Maintains a human resources information system (HRIS) that meets District’s personnel information needs; streamlines business unit processes to maximize efficiency and effectiveness within the District.

13. Provides support to management on matters of goals setting, policy development and strategic implementation in support of achieving the District’s objectives and goals; evaluates, recommends, coordinates, and participates in Staff Development for the District.

14. Manages the development and implementation departmental goals and objectives.

15. Manages the development and administration of the departmental budget; approves the forecast of funds need for staffing, equipment, materials and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.

16. Represents the District at personnel and risk management-related judicial hearings and mediations.

17. Makes presentations to the Board of Directors.

18. Performs other related duties, as assigned, for the purpose of ensuring the efficient and effective function of the work unit.

SUPERVISORY RESPONSIBILITIES: This position supervises personnel staff. Carries out supervisory responsibilities in accordance with the District’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

MINIMUM JOB REQUIREMENTS:

B.A./B.S. degree in Business Administration, Human Resource Management, or related degree with seven years of progressive experience in HR or Risk Management or a Masters Degree and two years of experience in HR or Risk Management; Public sector experience in Transit is strongly preferred. An equivalent combination of education and experience in HR or Risk Management leadership role is determined to be directly related to the specific requirements may be substituted.

OTHER CERTIFICATES/LICENSES:

· EEOC Trained Title VII Investigator

· PHR/PHR or SHRM -CP/SHRM-SCP certification required or obtained within one year

· FTA DOT DFW knowledge

· Certification as a Certified Safety Professional (CSP) or Associate of Risk Management (ARM) obtained within one year

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

Able to maintain the highest degree of confidentiality.

Knowledge of personnel development and administration, including recruitment and selection, position classification, salary administration, compensation system development, equal employment opportunity, and benefit administration.

Business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, and coordination of people and resources.

Strong knowledge of current federal, state and local employment laws.

Ability to speak effectively before small and large groups.

Ability to develop budgets and fiscal controls.

Prior knowledge of HRIS systems and software applications; general office equipment knowledge required.

Ability to effectively resolve or facilitate the resolution of conflicts, fostering compromise and cooperation among conflicting groups.

Working knowledge of insurance industry, public risk management and loss control practices; working knowledge of safety/health, environmental, engineering and loss prevention procedures.

Knowledge of basic principles and processes for administration of discipline to include terminations.

Ability to maintain a very high level of professionalism.

Ability to define problems, collect data, establish facts and draw valid conclusions.

Ability to express ideas clearly, both verbally and in writing.

Strong interpersonal skills and conflict resolution skills.

PC literate, advanced skills in Microsoft Office Suite.

Must be a self-starter; able to work independently.

Ability to communicate effectively with management, internal staff and external vendors.

Ability to analyze and understand safety/health policies and principles; ability to maintain efficient risk management systems and procedures; ability to analyze risks and exposures; ability to establish and maintain effective working relationships with employees, supervisors, city officials, vendor, claimants and the general public; ability to communicate effectively, orally and in writing..
