What are the responsibilities and job description for the Recycling Supervisor position at Citrus County Board of County Commissioners?
The schedule for this full-time position is Monday through Friday, 7:00 AM to 3:30 PM, and is located at the Citrus County Landfill.
- Drives and/or operates a county vehicle or equipment and must obey all safety policies, and roadway rules and laws.
- Supervises, plans, and coordinates work of assigned staff. Reviews and evaluates employee performance and completes performance evaluations. Counsels staff and initiates commendations or disciplinary action when appropriate.
- Oversees recycling and hazardous waste operations, including recycling-related activities in the Citizen Service Area. Monitors contractor performance and ensures contractual compliance to facilitate accomplishment of the Division's goals in a timely and cost-efficient manner.
- Interacts with citizens regarding recycling and hazardous waste matters, answers questions, and resolves timely problems and issues.
- Prepares and conducts public outreach and educational programs to increase recycling.
- Oversees and participates in household hazardous waste programs and events.
- Ensures compliance with State requirements in the recycling and/or hazardous waste domains.
- Prepares and generates reports for the State of Florida.
- Monitors recycling and household hazardous waste budgets and recommends necessary adjustments.
- Develops and coordinates special programs for events such as Earth Day, America Recycles Day, etc.
- Maintains inventory of equipment assigned to the recycling and hazardous waste budgets.
- Compiles, calculates, and maintains countywide figures and statistics.
- Performs other duties as required.
- High School Diploma or GED equivalent, or technical school, preferably supplemented with college level course work.
- Two (2) years of supervisory experience or three (3) years of relevant municipal solid waste and/or landfill experience.
- Two (2) years of Recycling and/or Household Hazardous Waste experience preferred.
Certificates, Licenses, Registration, Skills
- Valid Florida Driver License or must obtain within 30 days of establishing residency in Florida.
- Must have or be able to obtain within sixty (60) days of employment, Forklift Operator certification.
- Ability to perform basic mathematical calculations.
- Excellent customer service skills, communication skills and strong attention to detail required.
- Must have sufficient physical strength, agility, and stamina to perform assigned tasks under adverse conditions.
- Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
- Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.).
- Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:
- IS-100.c: Introduction to the Incident Command System (ICS)
- IS-200.b: ICS for Single Resources & Initial Action Incidents
- IS-700.b: An Introduction to the National Incident Management System
- IS-800.c: National Response Framework, an Introduction
Physical Requirements/Work Environment
- Requires a combination of sitting, standing, and walking.
- The job involves frequent lifting and carrying up to 50 pounds.
- The job requires frequent bending, balancing, twisting and occasional squatting, kneeling, and reaching above shoulders.
- The job requires the completion of tasks that involve simple grasping, fine manual manipulation, operating foot controls/levers, driving automotive equipment, pushing, pulling, typing, and working in darkness.
- The job requires normal visual acuity and field of vision, depth perception and color vision, hearing, and speaking.
- The job may risk exposure to adverse weather, moving machinery, fumes and gases, electrical hazards, unprotected heights, and extreme noise.

Emergency Response/Recovery Activities
- All employees will be required to work before, during, or after an emergency.
