The Department of Community Services, Community Based Development Division is hiring a Planner IV (Social Planning). Under the general direction of the Planning, Eligibility, and Coordination Branch Chief, the position performs federal grant application and grant program management tasks, assists with social planning and coordination, compiles reports and narratives to meet city, state, and federal requirements, assist and manages the City's Affordable Housing, Special Needs, and Homeless Assistance programs.

Examples of duties of a Planner IV (Social Planning), include but are not limited to the following:   
  • Participates and supports the development of programs related to serving at-risk populations with social services. 
  • Monitors contractor's performance of homeless shelter, special needs and affordable housing facilities and service programs.
  • Provides technical assistance to contractors and arranges for technical assistance by others regarding contract interpretation and compliance, program implementation, reporting, and management.
  • In conjunction with service providers and government agencies coordinates development and maintenance of a computerized database to track program participants and to prevent duplication of services.
  • Drafts Requests For Proposals; coordinates application review process and recommendations for funding; prepares grant applications, negotiates and prepares contracts for execution.
  • Prepares progress reports to state and federal agencies for individual grants as well as describing the status of homeless, special needs and affordable housing assistance on a county wide basis, based on analysis of statistical and narrative reports submitted by service providers.

EDUCATION REQUIREMENT:
Equivalent to graduation from a regionally-accredited four-year college or university with major work in city planning, architecture, engineering, economics, sociology, public administration or a related field.

Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.

Substitution:  Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree. 

EXPERIENCE REQUIREMENT:
Three (3) years of professional experience in socio-economic research, including or supplemented by one (1) year of professional work experience in the planning, development and formulation of social or community action projects and programs.

Substitution: A Master's degree in Public Health, Social Work or a closely-related field may be substituted for one year of professional work experience in socio-economic research. There is no substitution for the required professional work experience in the planning, development and formulation of social or community action projects or programs.
