The Finance Manager is responsible for the leadership and management of the City’s general accounting functions, day-to-day banking and treasury functions, financial transparency, and reporting efforts. Work involves financial planning and investing, budgeting, data processing, revenue administration, investment of city monies, public utilities accounting, special assessment accounting, assisting in City finance operations, statistical data accumulation for the City and purchasing and services necessary for the department. Also, serves as a resource to departments and functions as the leaf contact with the State Auditor during the annual audit.
EXAMPLE OF DUTIES
ESSENTIAL DUTIES AND RESPONSIBILITIES: Responsible for preparation of the cash-basis annual report.Prepares monthly, quarterly and annual budget reports. Assists with the request, assembly and presentation segments of the City budget preparation and submits preliminary budget to the Mayor for his/her presentation to the Council.Responsible for all Washington State Auditor’s Office reporting, the Washington State Department of Transportation annual street report, and periodic debt and financial reporting to local and state agencies.Manages the City’s general ledger structure including design, new classifications, accounts, and changes to existing accounts.Leads, organizes, coordinates, and directs the month-end financial closing; records monthly transfers and adjusting journal entries.Assists with long-term financial activity including investment management and financial analysis.Responsible for banking and cash management; supervises the monthly bank reconciliation.Responsible for long-term debt and municipal securities disclosure.Responsible for the reconciliation of subsidiary accounts including accounts receivable, deposits, and utility payments.Assists in providing administrative supervision over the central accounting activities of accounts payable, credit and collections, utilities accounting and payroll.Maintains and applies current knowledge of financial laws, regulations and national accounting standards.Prepares a variety of complex reports, statements, and documents to include monthly budget to actual financial reports, extracting data, creating the report, and using formulas to summarize data and prorate budget.May be required to attend evening meetings.Assists in coordinating all financial policies to other City Departments.Exercises general control and supervision over Department purchasing,Assistance with reporting, recording, filing, and maintenance of City records.Prepares billings for state and federal grants and helps ensure legality.OTHER JOB FUNCTIONS: Performs other related duties as required.
