JOB DESCRIPTION

GENERAL PURPOSE
  • The Director of Human Resources aligns City of Allentown resources, providing strategic oversight of the Human Resources Department to make the City of Allentown a workplace of choice and enable all City employees to contribute at optimum levels toward the success of the City's citizens, partners, and stakeholders. This position performs a wide variety of planning, organizing, and directing the department of Human Resources.

  • This is a senior cabinet-level position appointed by the Mayor.

  • Works under the supervision of the City Mayor.

  • Exercises supervision over the Human Resources Department staff.


  • ESSENTIAL DUTIES AND RESPONSIBILITIES
    General Administration
  • Collaborate with executive leadership to define the organization's long-term mission and goals. Identify ways to support this mission through talent management.

  • Provide leadership and guidance on workforce planning, talent management, and organizational development.

  • Develop and direct the implementation of goals, objectives, policies, procedures, and work standards for the assigned program area.

  • Ensure compliance with employment, benefits, insurance, safety, and other laws, regulations, and requirements.

  • Maintain knowledge of laws, regulations, and best practices in employment law, human resources, and talent management.

  • Set, enforce, and evaluate legally compliant human resources policies, procedures, and best practices.

  • Oversee and participate in the development and administration of the Department's annual capital and operating budgets.

  • Implement the highest standards of ethics and understand ethical behavior and business practices and ensure that own behavior and the behavior of others is consistent with these standards and aligns with the values of the organization.

  • Supervise staff, which includes prioritizing and assigning work, conducting performance evaluations, ensuring staff is trained and following policies and procedures, maintaining a healthy and safe working environment, and, making hiring, termination, and disciplinary decisions or recommendations.

  • Assess, monitor, and evaluate the quality, responsiveness, efficiency, and effectiveness of assigned Human Resources programs, service delivery methods and procedures. Work with subordinate employees on the continuous improvement of City services.

  • Implement initiatives to enhance employee morale, teamwork, and overall organizational performance.

  • Promote diversity, equity, and inclusion initiatives within the organization.

  • Foster a positive and inclusive workplace through effective communication efforts and employee engagement initiatives.

  • Interact with customers via telephone and email to provide support and information.

  • Apply strategies to create an inclusive work environment and address disparities.

  • Manage large-scale HR projects and efforts.

  • Serve on various boards and commissions as required.

  • Attend City Council meetings when required.

  • Perform related work as required.


  • Labor Relations
  • Maintain working relationship with unionized workforce and adhere to terms of labor contracts by monitoring day-to-day implementation of policies concerning wages, hours, and working conditions.

  • Participate in collective bargaining negotiations and contract administration.

  • Maintain up-to-date employer discipline records to assure fairness and consistency in accordance with personnel policies.

  • Review all disciplinary documentation and provide consultation prior to administration of discipline for all City employees.


  • Employee Development
  • Oversee the overall training of HR staff to ensure compliance with employment, benefits, insurance, safety, and other laws, regulations, and requirements.

  • Lead the performance management process, including goal-setting, performance appraisals, and development planning.


  • MINIMUM QUALIFICATIONS
    Education and Experience:
  • Master's degree in human resources, public administration, business management or related field.

  • A minimum of five (5) years of experience in a human resources supervisory capacity. Public sector environment preferred.

  • PHR, SPHR or IPMA-CP certification.

  • Bi-lingual/Spanish preferred.

  • Equivalent combination of related education and meaningful experience may be substituted.


  • Necessary Knowledge, Skills, and Abilities:
  • Thorough knowledge of modern policies and practices of public personnel administration.

  • Thorough knowledge of employee classification, compensation and benefits, recruitment, selection, training, and labor relations.

  • Thorough knowledge of Applicable Federal and State laws; City regulations, codes, policies, and procedures.

  • Knowledge of administrative principles and practices, including goal setting, program development, implementation, and evaluation and supervision of staff, either directly or through subordinate levels of supervision.

  • Excellent verbal and written communication skills.

  • Excellent organizational skills and attention to detail.

  • Excellent time management skills with a proven ability to meet deadlines.

  • Excellent skill in preparing and administering municipal budgets.

  • Excellent skill in planning, directing and administering personnel programs and systems.

  • Ability to provide staff support in complex, sensitive, or difficult human resources related assignments requiring a high level of independent judgment, strong analytical skills, and sophisticated knowledge of applicable laws, regulations, and contractual agreements.

  • Ability to administer programs and the work of staff directly.

  • Ability to prepare and analyze comprehensive reports.

  • Ability to carry out assigned projects to their completion.

  • Ability to communicate effectively verbally and in writing.

  • Ability to establish and maintain effective working relationships with employees, City officials, labor unions and the general public.

  • Ability to efficiently and effectively administer a human resource system.

  • Ability to act with integrity, professionalism, and confidentiality.

  • Ability to moderate large groups.

  • Ability to communicate in front of large audiences.

  • Ability to have the highest standards of ethics and understand ethical behavior and practices and ensure that own behavior and the behavior of others is consistent with these standards and aligns with the values of the organization.


  • TOOLS AND EQUIPMENT USED
  • Requires frequent use of personal computer, including word processing, database and spreadsheet programs; calculator, telephone, copy machine and fax machine.
