Overview
The Assistant Finance Director supports the Finance Director in overseeing the City’s financial operations. Responsibilities include, but are not limited to, accounting, payroll, budgeting, purchasing, fixed assets management, external audits, and financial reporting.
Responsibilities
- Review accounts receivables and cash collections reports.
- Oversee the accounts payable process, ensuring accurate vendor payment information and proper documentation for approvals.
- Monitor compliance with the adopted budget, procurement policies, and procedures.
- Review and approve monthly bank reconciliations.
- Supervise the bi-weekly payroll process, including posting to third-party payroll vendors’ accounts and general ledger accounts.
- Review and process the quarterly federal and state payroll reports.
- Assist with the annual W-2 reporting process.
- Assist with the preparation and review of annual 1099 vendors’ forms.
- Review and approve journal entries before posting to general ledger.
- Address issues and provide guidance to staff on accounting treatment and posting procedures.
- Respond to inquiries and resolve financial matters related to the budget, expenditures, and purchase requisitions.
- Prepare and ensure the accuracy of monthly financial reports.
- Prepares monthly and annual activity reports of the Finance Department.
- Maintain spreadsheets of all capital projects.
- Manage fixed asset and inventory item records.
- Controls City assets, including planning and conducting annual physical inventory and surplus property disposal.
- Prepare reports and reconciles schedules for external auditors.
- Assist in preparing the City’s annual operating budget.
- Contribute to the development and submission of the digital budget book to the GFOA Budget Award program.
- ∙Support special projects and other assignments as needed.
HIRING SPECIFICATIONS:
- A Bachelor’s Degree in Accounting, Finance, or a closely related field is required; CPA or CGFO certification is preferred.
- Four to six years of related work experience, preferably in municipal government, is required.
- Proficiency in financial accounting software and related computer applications is required.
