SUMMARY
Performs various accounting and finance tasks, including management and reporting of financial data, preparing financial statements, examining and analyzing accounts, account reconciliations, supporting audits, ensuring compliance with financial reporting and other standard account procedures, preparing future cashflow projections, managing capital projects forecasting, and assisting with annual budget process.
ESSENTIAL DUTIES & RESPONSIBILITIES

- Prepares, review and analyzes various financial information, including bank reconciliations, audit schedules, general ledgers, grants, and other financial documents.
- Assists the Finance Director and Management Staff during the budget process.
- Participates in developing and implementing goals, policies, and priorities of the Finance Department.
- Assists with grant reporting.
- Assists with the coordination of the annual audit.
- Prepares and maintains fixed asset records.
- Maintains the City’s petty cash.
- May assist other staff with special projects.
- Prepares cashflow projections and reports on property tax and sales tax revenue collection.
- Prepares monthly budget-to-actual reports for departments.
- Updates and maintains capital improvement project schedule
- Prepares journal entries and reconciles bank statements with the General Ledger.
- Assist with payroll.
- Other duties as assigned.
QUALIFICATIONS AND REQUIREMENTS

Required Education and Experience
- Bachelor’s degree in accounting or finance
- 3-5 years of directly related experience.
- 3-5 years experience working in municipal government finance department
Certifications, Licenses, and/or Designations
- Certified Government Finance Officer (CGFO) or Certified Public Finance Officer (CPFO) or working toward certification with the ability to certify within eighteen months (18) or hire.
- Current Public Funds Investment Act (PFIA) certification must be completed within ninety (90) days of hire.
- National Incident Management Systems (NIMS – FEMA) basic courses (ICS 100, 200, 700, 800) must be completed within six (6 months) of hire.
KNOWLEDGE SKILLS AND ABILITIES
- Knowledge of fund accounting and specialized accounting requirements for government entities and familiarity with local property tax rate adoption process.
- Knowledge of Governmental Accounting Standards.
- Knowledge of internal financial controls.
- Knowledge of budgetary policies and procedures.
- Skill in analyzing problems and identifying solutions.
- Skill in preparing clear and accurate reports.
- Skill in establishing cooperative and productive working relationships.
- Skill in performing mathematical calculations.
- Attention to detail and strong organizational skills.
- Knowledge of Tyler Technologies Incode 9 accounting system is preferred but not required.
