What are the responsibilities and job description for the Parking Utility Manager position at City of Appleton?
This is a supervisory position responsible for management of the Parking Utility. Work involves a variety of functions including employee supervision, long and short-range planning for staffing, equipment, infrastructure, data management systems, strategic planning, and preparing and maintaining Parking Utility Budget. Work is performed under the direction of Deputy Director/City Engineer.ESSENTIAL JOB FUNCTIONS
- Manages a self-funded and revenue-based Parking Utility Division with facilities consisting of three parking ramps, two surface parking lots and approximately 1,000 parking meters.
- Oversees daily operations of the employees within the Parking Operations and Parking Enforcement Divisions, ensures process and workflow efficiencies are realized and identifies any areas for improvement.
- Prepares, manages, and administers revenues and expenses within the annual Parking Utility Budget, prepares financial reports and ensures compliance with financial and procurement policies.
- Acts as point of contact for Parking Utility communications and enhance interaction between employees, upper management, vendors, consultants, Committee and Council Members and the public.
- Use and manage parking operations and enforcement financial software including but not limited to Passport, Point-and-Pay, and TIBA.
- Oversees review of parking ticket appeal forms and determines approval or denial.
- Initiates the planning and execution of Parking Utility projects, studies, monitoring deadlines, and ensuring deliverables are met.
- Develops and implements marketing, wayfinding and educational plans for the Parking Utility.
- Collects and analyzes data and reports on key performance indicators to support decision-making strategies for Parking Utility Division, and contributes to the development and implementation of business strategies.
- Reviews the customer pay rate structure, negotiates with vendors on user fees, and makes recommendations to the Common Council annually.
- Oversees the inspection, testing, preventative maintenance and necessary repairs to all City-owned parking facilities.
- Oversees recruitment, initiates onboarding and training of new employees, and facilitates and implements staff development and training.
- Ensures compliance with organizational policies and procedures and contributes to the development and implementation of new policies and procedures.
- Maintains regular punctual and predictable attendance, works overtime and extra hours as required.
