JOB SUMMARY: This position directs the city’s public works operations, including engineering, sanitation, and streets maintenance operations.
MAJOR DUTIES: Develops and recommends operations and capital improvement budgets for approval by the Mayor and City Council; manages approved funds; monitors and controls expenditures. Directs the recruitment, hiring, training, assignment, supervision, evaluation, promotion, and discipline of department personnel. Communicates with the general public to provide information concerning department programs, services, polices, and procedures and to resolve problems and concerns. Develops and implements department long- and short-term plans, including the five-year capital improvement plan. Manages and/or oversees the management of a variety of public works construction, repair, and maintenance projects. Prepares or directs the preparation of a variety of regular and special reports. Ensures department compliance with all relevant local, state, and federal codes, orders, regulations, and laws. Directs the maintenance and repair of department vehicles and equipment. Directs the city’s solid waste management. Performs other duties as assigned.
MINIMUM QUALIFICATIONS: 18 year or older. High School Diploma, GED and/or equivalent work experience. Valid Alabama Driver’s license. BS degree in a course of study related to the occupational field OR experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
KNOWLEDGE REQUIRED BY THE POSITION: Knowledge of public works management principles. Knowledge of budget development and management principles. Knowledge of work safety principles. Knowledge of relevant federal and state laws, city ordinances, and department policies and procedures. Knowledge of public works capital projects management principles. Knowledge of civil engineering principles and practices. Knowledge of computers and job-related software programs. Skill in management and supervision. Skill in problem solving. Skill in prioritizing and planning. Skill in interpersonal relations. Skill in oral and written communication.
COMPLEXITY/SCOPE OF WORK: The work consists of varied management, supervisory, and technical duties. The variety of functions to be managed contributes to the complexity of the position. The purpose of this position is to direct the city’s public works operations. Successful performance helps ensure the effective and efficient operation of the department and affects the quality of life for city residents and visitors.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has direct supervision over City Engineer, Sanitation Superintendent, Streets Superintendent, and Administrative Coordinator.
PHYSICAL DEMANDS/ WORK ENVIRONMENT: The work is typically performed while sitting at a desk or table. The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. Physical strength, ability, and mobility to perform all essential job functions with or without accommodation. Must be willing to work, non-standard work hours, holidays, shifts, and weekends as necessary. Must be willing to be on-call.
