Job Summary:

As Finance Director, you'll be a trusted advisor and key member of the leadership team, overseeing the city's financial operations with precision and integrity. You'll manage an annual budget exceeding 50 million, provide strategic guidance on financial policies, and collaborate with departments to drive initiatives that align with the city's mission and goals.


Minimum Job Requirements:

  • Bachelor's Degree in Accounting, Finance or related field
  • At least seven (7) years of progressively responsible experience in Accounting, Finance or related experience, including two (2) years of leadership experience.
  • Valid driver’s license.
  • Bilingual English/Spanish preferred.


Preferred Qualifications:

  • Certified Public Accountant (CPA)
  • Certified Government Finance Officer (CGFO)


Essential Job Functions:

  • Oversees daily operations of the Finance Department, including purchasing, accounting, utility billing, treasury, investment transactions, financial collections, audit services, and the city's annual budget.
  • Supervises and evaluates staff, addressing concerns, directing work, and managing performance.
  • Coordinates and reviews work, sets schedules, maintains standards, monitors progress, and provides guidance as needed.
  • Develops and implements departmental policies, plans, goals, and objectives, in coordination with the City Manager.
  • Provides support to boards, commissions, and committees, preparing reports and agenda memos for City Council meetings.
  • Advises the City Manager on financial matters and establishes financial policies.
  • Interacts professionally with the public, coworkers, and others, and may assist with emergency or disaster-recovery duties as assigned.
  • Performs additional duties as required.


Knowledge of:

  • Knowledge of accounting principles and practices including general ledger, accounts payable, and accounts receivable; methods and practices of governmental accounting.
  • Knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) pronouncements.
  • Knowledge of policies, procedures regulations, and ordinances at local, state and federal level as they apply to the operation of municipal government.
  • Knowledge of principles and procedures of financial record keeping and reporting.


Skills in:

  • Ability to interpret and apply federal, state, and local laws, policies, and regulations.
  • Proficient in Microsoft Word and Excel, with strong verbal and written communication skills.
  • Skilled in following detailed instructions and handling multiple tasks while prioritizing effectively.
  • Able to establish and maintain positive relationships with the public, officials, superiors, and subordinates.
  • Expertise in data analysis, problem-solving, and conflict resolution.
  • Capable of planning, scheduling operations, and mediating disputes constructively.


Physical Demands/Work Environment:
Work is performed in a standard office environment with low to moderate noise level. Subject to sitting for an extended period of time, standing, walking, bending, reaching, kneeling, and lifting and putting away such items as records and office supplies of moderate weight of up to 40 pounds. Working with a wide variety of people, some of whom may be irate or difficult.
