Job Summary
Under general direction of the Community Development Manager, the purpose of the Code Compliance Officer is to investigate, address and enforce a variety of ordinances, codes, and regulations and protect the health and safety of the City’s citizens.
Duties
- Enforce City Codes for sign, zoning, graffiti, junk vehicles, noise abatement, building, housing, health and safety, property maintenance, illicit discharge, and other code violations
- Conduct physical inspections, identify and investigate code violations
- Receive and respond to code violation complaints and provide effective resolution
- Maintains accurate documentation and case files on all investigations, inspections, enforcement actions, and other job-related activities including accurate and detailed information regarding code enforcement activity to substantiate violations; establishes and maintains a case management system
- Prepares and provides documentation and evidence in support of legal actions taken by the City; appears in court as necessary; testifies at hearings and in court proceedings as required.
- Communicates effectively both verbally and in writing
- Proactively patrols assigned area to identify and evaluate problem areas and/or ordinance violations; conducts property inspections; determines proper method to resolve violations
- Issues stop work notices for construction or alterations being performed without proper permits; assists all parties involved in achieving compliance
- Operates computer to enter, process, and acquire data relative to complaints, inspection sites, and effective code enforcement; researches complaints
- Prepare reports or presentations for City management, City Council, or outside agencies
- May attend meetings outside of the normal work period
- Conduct periodic reviews of the City codes to ensure codes are in compliance with state and federal legislative amendments, attorney general opinions, and appellate court rulings, and that the codes are contemporary and fit the needs of the community. Prepare proposed amendments to the codes when deficiencies or concerns are identified
- Establish and maintain effective working relationships with those contacted in the course of the work
- Performs other assignments and special projects as assigned
Education and Experience:
High School Education or equivalent
One year of previous experience in the field
Possession of a valid Texas Class C driver license with a good driving record
Certification as a Registered Code Enforcement Officer in the State of Texas or ability to obtain certification within one year of employment
Must be bondable under City's public employee and fidelity bond coverage
Physical Demands and Working Conditions:
Physical requirements include walking, occasional lifting/carrying of 25 pounds; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment. Subject to sitting, standing, reaching, walking, twisting, and kneeling to perform the essential functions. Ability to safely operate City vehicles and equipment. Working conditions are primarily in the office and field which is subject to exposure to extreme heat and humidity working outdoors; temperature swings from indoor air conditioning to outdoors; extreme noise at industrial sites; mechanical and radiation hazards at industrial sites; hazards of electrical wiring; explosive hazards; fumes and odors of gasses and exhaust; dust of households, storage spaces and environment; animal and human waste; toxic chemicals and hazardous waste; dissatisfied and potentially hostile individuals. Work schedule is 40-hour work periods, with unscheduled breaks and lunch periods. Overtime may occasionally be required based on workload. Work setting is informal, team-oriented, having variable tasks. Work is frequently fast-paced and high pressure. Work is performed both in the office and in the field at various residential, commercial and public buildings, as well as vacant land.

Pay: $53,955.00 - $56,618.00 per year
