The Position

The City of Beaverton is hiring an experienced accounting professional to join the leadership team of the Finance Department as one of three Finance and Accounting Services Managers. This position oversees critical areas including the timely coordination and completion of the City's annual audit and Annual Comprehensive Financial Report (ACFR), general accounting, treasury management, accounts payable, and receivables. In addition to playing a key role in the city's compliance with Governmental Accounting Standards Board (GASB) requirements, this position prepares quarterly financial reports, participates in budget development, and manages grant compliance.

Supervising two Financial Services Specialists in Accounts Payable, this manager will use their expertise in governmental accounting, analytical skills, and leadership to guide their team to achieve organizational goals. This position will also play a strategic role in implementing best practices, ensuring compliance with municipal budgeting laws in Oregon, and contributing to the department's operational efficiency.

This is a full-time, exempt, Management 2 (M2) position. The classification is Finance and Accounting Services Manager. There is one vacancy.

Responsibilities

  • Plan and oversee all tasks and staff activities related to the annual audit, Annual Comprehensive Financial Report (ACFR), and federal single audit. Ensure accurate closing of all accounts and funds at year-end and during periodic reviews.
  • Prepare and distribute financial reports and disclosures for the city. Ensure reports are timely and distributed through appropriate channels.
  • Review, interpret, and implement new accounting standards issued by the Governmental Accounting Standards Board (GASB).
  • Coordinate the interim and annual audit processes with external auditors.
  • Analyze and track financial activities related to Intergovernmental Agreements (IGAs) to ensure timely billing and accurate reporting.
  • Oversee grant compliance by managing federal grant financial activities and reviewing reports, ensuring adherence to federal rules and regulations. Advise grant managers on applications, billings, and financial reporting.
  • Assist in preparing the citywide budget, including operating and capital budgets. Balance interfund transactions and update cost allocation and overhead methods to ensure accurate cost recovery.
  • Direct and oversee staff activities in maintaining the general ledger. Maintain chart of accounts and ensure transactions are accurate and align with the budget and generally accepted accounting principles. Prepare regular budget reports.
  • Manage key financial operations, which may include Treasury / Cash Management or Accounts Payable.
  • Manage employees to achieve city goals and objectives. Assign and review work, make hiring decisions, provide training and performance coaching, and conduct performance reviews. Address grievances and manage disciplinary processes according to city policy.
  • Participate in developing and implementing departmental processes and procedures, including evaluating internal financial controls and deploying new financial systems.
  • As a member of the Finance Department management team, develop workplans, timelines, and resource allocations for projects. Promote teamwork and collaboration among staff. Track progress to ensure objectives are achieved.

  • Qualifications

    Minimum qualifications :

  • Bachelor's degree in accounting, finance, business administration, or a related field, and
  • Five years of experience in municipal accounting or municipal auditing, including

    One year of experience in a lead or supervisory role; or

    An equivalent combination of education and experience enabling the incumbent to perform the essential functions of the position.

    Licensing and special requirements

  • Valid driver's license and ability to meet the city's driving standards.
  • Oregon Certified Public Account (CPA) license preferred.

    Ability to pass reference checks and education verification and satisfy the requirements of a background check.

    This position may require occasional attendance at meetings or events outside of normal working hours and / or on weekends.

    Compensation

    Salary range : $8,097.95 - $10,852.98 monthly

    Starting rate will be determined depending on relevant work experience as outlined in the Equal Pay Act. New hires who meet minimum requirements will start at step one. Higher steps may be offered to those who have additional years of directly related experience to the position within the posted wage range.
