Primary Objective

The City of Bloomington is seeking an individual to provide leadership and supervision to the operations team, which supports the operations of the Public Health Division, in order to fulfill the agency's mission to engage the community in promoting, protecting and improving the health of all.

  • Primary supervisor and leader of the operations team, which is comprised of the following program areas :

    Insurance billing

  • Data infrastructure

  • Office support for the Public Health Division
  • Provides formal supervision and evaluation, as well as regular coaching and development, for direct-report staff :
  • Defines the level of expected performance

  • Provides the necessary resources and support

  • Division Expectations
  • Serves as the Division point of contact on records retention and requests :

    Acquires and maintains knowledge of the Minnesota Data Practices Act and Health Insurance Portability and Accountability Act of 1996 regarding classification of data released; responsible for researching matters related to data practices and dissemination of information in coordination with the City Clerk

  • Serves as the Division's data designee for JustFOIA requests
  • Serves as the Division's SharePoint site administrator
  • Develops and maintains the Division's training tracking system
  • Coordinates the Division's onboarding of new hires, including orientation training
  • Coordinates administrative support for the division
  • Maintains administrative workflow by reviewing processes, implementing improvements, and developing procedures
  • Takes a continuous improvement approach to department procedures and policies
  • Coordinates the purchasing of items for the Division in accordance with City policies and in compliance with grant or contract requirements
  • In coordination with Facilities, is responsible for the maintenance of the public health facility
  • Responsible for coordination of all building or space moves or updates
  • Models behaviors that contribute to a positive work environment, including a culture of transparency, engagement and psychological safety
  • Embraces and effectively models the Division's values of accountability, collaboration, dynamic / flexible, equity, integrity, respect and responsibility

  • Performs public health emergency response functions as trained and assigned within the department's emergency response plan

    Minimum / Desirable Qualifications

    MINIMUM QUALIFICATIONS

  • Baccalaureate degree in public or community health, public policy, nursing, business, or related field or the equivalent of four years of relevant work experience
  • Three years of supervisory experience
  • One year experience working in state, county or municipal government
  • One year experience with data practices and record retention
  • Intermediate skill level in Microsoft Office tools, including SharePoint and online collaboration applications
  • Experience developing trusted partnerships across sectors and within organizations
  • Access to reliable transportation required to perform job duties
  • DESIRABLE QUALIFICATIONS

  • Two or more years of public health experience working in an administrative or supervisory capacity
  • Experience working in state, county, or municipal government financial and purchasing systems
  • Experience with the national public health accreditation process
  • Experience in developing and implementing evaluation plans
  • Experience in public health informatics or data systems
  • Knowledge of Granicus / PEAK agenda management software
  • Experience with public boards and commissions
  • Experience in successfully using project management tools to bring projects to completion
  • Formal training, certifications, or accreditations in meeting facilitation, quality improvement or project management
  • Ability to speak a second language, in addition to English, that has a recognized presence in the community (Spanish, Somali, Vietnamese, etc.)

    Anticipated Hiring Range : $91,245 - $9 6,801 Annually

    2025 Full Salary Range : $91,245-$121,644 Annually
