General Function

Salary rates above include longevity, Lieutenant non-shift assignments, and Lieutenant Paramedic assignments which employees are not eligible to receive until a date specified by the collective bargaining agreement or assigned by the Fire Chief. (Rates reflect 2024 schedule)

THIS IS A PROMOTIONAL RECRUITMENT. ONLY CURRENT CITY OF BREMERTON FIRE DEPARTMENT EMPLOYEES ARE ELIGIBLE TO APPLY.

A Lieutenant serves as a first line supervisor, supervising personnel (Firefighters and / or Firefighter / Paramedics) assigned to a specific fire station on a specific shift. A Lieutenant is responsible for managing the daily operation and maintenance of a specific fire station and the personnel, apparatus, and equipment assigned to that station on a particular shift.

Lieutenants supervise personnel and station apparatus in preparation and response to emergency incidents, including fires, emergency medical, motor vehicle collisions, hazardous material, and other type incidents. The Lieutenant may serve in the capacity of incident commander at emergency scenes until relieved by an appropriate higher ranking officer.

Representative Essential Duties and Responsibilities

Supports the achievement of Departmental goals and objectives and fulfillment of the Department mission.

Responds to fire incidents, mass casualty incidents, natural disasters and other emergency incidents, serving as an active member of the incident management system (IMS) up to and including serving as the incident commander effectively mitigating the incident until relieved by an appropriate higher ranking officer.

Performs Basic Life Support (BLS) assessment and intervention skills while responding as a single resource BLS unit or in tandem with and Advance Life Support unit.

Responsible for thorough and accurate report documentation of all assigned tasks and / or incidents.

Provides coaching, counseling, training, and performance appraisals for subordinate personnel.

Communicates with a culturally diverse community in a tactful and effective manner.

Evaluates station effectiveness and makes appropriate recommendations.

Performs general administrative functions and implements policies and procedures at the company level.

Maintains records of all company activities.

Supervises and directs the care and maintenance of assigned station, fire apparatus, equipment, and grounds. Ensures that all apparatus and equipment are in operational readiness.

Performs a preliminary fire investigation to establish causation, secures the incident scene, and preserves evidence.

Engages in public relations and education activities.

Maintain physical condition through participation in physical fitness activities

Regular attendance is an essential requirement.

Qualifying Education and Experience (Minimum Requirements)

Combined training and experience which demonstrates that a person has obtained the required knowledge and is able to perform the work required. In the fire and medical emergency response profession, a person with the following combined training and experience would typically qualify to compete in the selection process for Lieutenant : has completed five (5) years with the Bremerton Fire Department or four (4) years with the Bremerton Fire Department if hired as an experienced (lateral-entry) firefighter, and successfully completed Incident Safety Officer and Fire Instructor I training as of the posted closing date of this recruitment bulletin.

A valid Washington State driver's license is required and must be obtained prior to date of appointment or another date set by the City. Certificate of completed training in Emergency Vehicle Accident Prevention, Incident Safety Officer, and Fire Instructor I, and Emergency Medical Technician Certification (on-going maintenance is required).

Knowledge of :

Knowledge of Departmental vision, goals, and mission statement.

Requires thorough knowledge of modern firefighting and rescue principles, practices, techniques, and procedures, including the operation and maintenance requirements of various types of fire apparatus, equipment and knowledge of safety procedures.

Geography of the City including streets, principal buildings, and resources available to plan incident responses.

Response guides, pre-fire plans, incident management system, and other assigned resource material.

Department and City policies, rules, and regulations; and controlling laws and ordinances pertaining to firefighter training, skill development, accreditation, testing, and evaluation.

Personal computer software, including word-processing, databases, and other applicable software.

Principles, practices and procedures of fire prevention, fire administration, training and emergency medical services.

Correct communication and writing usage including, grammar, spelling, punctuation, and vocabulary.

Employee development techniques and practices including mentoring, coaching, and training methods.

The IAFF collective bargaining agreement.

The International Fire and Building Code.

Skills in :

Analyzing complex issues and situations; and recommending effective solutions.

Planning, organizing, directing, controlling, and supervising the work of others.

Motivating, encouraging, mentoring, and inspiring workers to meet productivity, safety, customer service, and behavioral goals.

Performing, monitoring, and insuring quality standards are met during the routine, emergency, and technical work performed by employees.

Performing fire suppression and emergency medical activities, including administration of medical care at the Washington State EMT level.

Ability to :

Quickly analyze prevailing and emerging conditions and decisively determine needed action with due regard for surrounding hazards and circumstances.

Interpret and apply the intent and specifics in provisions of laws and regulatory provisions to particular conditions and determine a course of action.

Tactfully deal with subordinates, staff members, superiors, and the general public regarding program requirements, standards, achievements, and compliance.

Operate fire and emergency equipment, vehicles, radios and other emergency communications devices.

Express ideas clearly and concisely, orally and in writing, to groups and individuals.

Exhibit good management skills and possesses the ability to successfully coordinate and work with others.

Operate various electronic / digital equipment and a personal computer with various software applications connected to a network system.

To motivate, encourage, and mentor.

Obtain and maintain certifications that may be required by the Department.

Examination Process and Required Documents

Required application materials must be returned to the Human Resources Office by 5 : 00 p.m. on the closing date. The City of Bremerton is NOT responsible for errors of any kind with faxed or e-mailed application packets. Original signature is required on paper application forms. It is the responsibility of the applicant to carefully list all pertinent experience and training.

If you do not submit the required certifications (EMT, Fire Instructor 1, Incident Safety Officer, Emergency Vehicle Accident Prevention), they must be referenced in your application and / or resume.

The examination consists of an :

Assessment Center : consisting of three (3) parts :

  • Personnel issue or citizens complaint
  • Tactical scenario pertinent to the position
  • Oral interview and written resume review

Experience Rating : Each applicant shall receive .5 (1 / 2) point for each full two (2) years of employment with the Bremerton Fire Department based upon the date the written examination is conducted, up to a maximum of five (5) points. These points will only be added for those candidates that attain an overall score of 70% or greater.

Examination Scoring : Placement on the Civil Service register is determined by examination scores as follows :

    An applicant must achieve a total score of seventy percent (70%) or more on the Assessment Center in order to be placed on the promotional register for the position of Fire Lieutenant.

    The assessment center is tentatively scheduled for April 1-3 2025. If the date of the assessment center changes, candidates will be notified accordingly.

    Any applicant who wishes to appeal any part of an examination shall file an appeal in writing with the Civil Service Officer within five (5) working days (Civil Service Rule 9.23 A) following administration of the examination.

    Benefits and Additional Compensation :

  • Employer contributions to the State Retirement System pension plan;
  • Shift employees receive 105 hours to 214 hours of paid vacation per year dependent upon years of service;
  • Non-Shift employees receive 146 to 312 hours of paid vacation per year dependent upon years of service;
  • In lieu of holidays, shift employees receive 3.666 vacation hours per pay period; non-shift employees receive 11 paid holidays per year (at the rate of 8 hours of pay) and one floating holiday per year which can be taken on a day mutually agreeable to the employee and Fire Chief;
  • Non-shift employees receive 4 hours of paid sick leave per pay period;
  • Shift employees with less than 5 years of service with the City receive 10 hours of sick leave per pay period; Shift employees with 5 or more years of service with the City receive 8 hours of paid sick leave per pay period;

    Fair Labor Standards Act : The classification is non-exempt under the laws of fair Labor Standards Act minimum wage and overtime provisions.

    Representation : The classification is included in the bargaining unit pursuant to the Recognition Article of the current labor agreement between the City of Bremerton and the International Association of Firefighters Local 437.

    Civil Service : The classification is included in the City's Civil Service System.

    Appointment and Removal Authority : The position is filled by appointment by the Department Head. Removal is by action of the Department Head in conformance with Civil Service Rules.

    Medical and Dental Insurance - Effective the first of the month following the date of hire, regular employees are eligible for the City's medical and dental insurance plans.

    Currently, the City pays the premium for your choice of one of two health insurance plans, Kaiser Permanente or Premera Blue Cross administered by the LEOFF Health and Welfare Trust. To cover dependents you pay 10% of the dependent premium. Dependents may be added only when there is a change in family status, at annual open enrollment, or if you have a qualifying event (e.g. marriage, divorce, spouse loss of medical coverage).     The City provides a dental plan through Washington Dental Service for both you and your dependents at no cost to you. Dependents must be added when you are hired, within 30 days of birth or adoption, or at the annual open enrollment.

    Disability & Life Insurance - The City pays each employee $50.00 per month toward the cost of Short Term Disability, Long Term Disability, and Life insurance. Life insurance is available through payroll deduction in amounts from $10,000 to $500,000. Your union representative will assist you with enrollment.

    Retirement Medical Savings Accounts

    The City will contribute the following amounts to a Health Reimbursement Arrangement (HRA) administrated through Peak 1 Administration. :

    Employee only coverage - ($2,700 annually) $1,350.00 paid on the pay period ending January 15th and $1350.00 paid on the pay period ending July 15th.

    Employee and dependents coverage - ($4,700.00 annually) $2,350.00 paid on the pay period ending January 15th and $2,350.00 paid on the pay period ending July 15th.

    Retirement - The City provides a comprehensive retirement program through the Law Enforcement Officers' and Fire Fighters' Retirement System (LEOFF). If you have an account established in LEOFF prior to October 1, 1977, Plan 1 would apply. Otherwise, you will be enrolled in Plan 2.

    The LEOFF plans are defined benefit plans to be taken when you qualify for retirement. The amount of the benefit is determined by service credit and average final compensation with a minimum of 5 years service for vesting. See your plan booklet for further information.

    Deferred Compensation - You may choose from several plans. The City will match your contribution up to 5.50% of your monthly pay rate. You may contribute with a minimum of $30 per month and a maximum annual combined (employer and employee) contribution of $23,500. See Union Contract for more detailed information.
