DEFINITION
The Water Resource Analyst coordinates water planning, including water rights acquisition, accounting, protection, operations and development of raw water supplies for the City. This position must work well in group setting, with peers and with the public, while providing excellent, respectful customer service and human relations skills, which support the City of Brighton's mission and values.
Water Resource Analyst
Perform work in the water resource division, apply professional knowledge and skills to various development and water resource problems and projects. Perform general water accounting, database analysis, and operations of the division, including development review applications. This position will be cross trained in other areas of water resource projects to provide support to the team as needed.
SUPERVISION EXERCISED AND RECEIVED
This position reports directly to the Water Resource Manager. The Water Resource Analyst may exercise advisory supervision to the Water Resource Technician.
EXAMPLES OF ESSENTIAL RESPONSIBILITIES AND DUTIES
Water Resource Analyst
- Assists with the daily review of water right calls, daily operation of the City’s water augmentation system, and daily accounting of water. Coordinates with ditch riders and water commissioners to facilitate water delivery in compliance with the city’s water augmentation plans. Coordinates and maintains detailed records of raw water use, storage, and return flow requirements and credits.
- Maintains or assists in the development of sophisticated databases and database applications related to raw water system operations.
- Reviews permit applications, such as tenant finish permits, to ensure compliance with City policy and Municipal Code related to water resources.
- •Assist with land management projects and needs, including lease agreements, well contracts and reporting.
- As part of professional growth and development, this position stays current on knowledge of water resources-related information and news both statewide and locally.
- Assists in the calculation of raw water availability projections.
- Member of the City of Brighton Development Review Committee, reviews plans and agreements for annexation and development to determine compliance with City policy and Municipal Code related to water resources. This includes determination of raw water dedication or fee-in-lieu requirements, water supply and demand calculations, and potential impacts to City and ditch company facilities. Works with developers throughout this process.
- Maintains consistent and professional partnerships with many water resources stakeholders, including internal departments, the City’s Water treatment facilities, neighboring municipalities, Farmers Reservoir and Irrigation Company, Central Colorado Water Conservancy District, Brighton 27J School District, and additional private entities.
- This position consists of both office work and field work (e.g. land inspections for dry-up compliance) and may include community outreach and occasional presentations to staff or elected officials at public meetings.
Knowledge of:
- Commonly used computer software, especially Excel, Word and PowerPoint.
- Laws and safety as it relates to vehicle operation.
- Principles of Colorado water rights and water law.
- Water Court decrees and augmentation plans.
- Hydraulics, hydrology and water flow.
- Ditch company operations.
- City policies and Municipal Code related to water rights, surface water diversions and storage.
- Facilities and appurtenances used in the transfer and storage of water.
- Listen well and communicate effectively verbally and in writing with employees and diverse members of the public, using both technical and non- technical language as appropriate, to explain or persuade regarding complex subjects and processes.
- Assess and assign priorities to problems and work assignments when confronted with several pressing demands at one time.
- Perform basic mathematical equations.
- Basic ability to read and interpret civil engineering and landscape plans.
- Analyze and evaluate information accurately and in express ideas clearly when providing verbal and written reports and recommendations on administrative, financial and technical issues.

Water Resource Analyst
Required:
- Bachelor's degree from an accredited college or university, with coursework in water resources, natural or environmental sciences, engineering, public administration, or a related field
- One (1) year relevant experience, including professional level experience with acquiring/analyzing data, and performing analyses and reporting.
- Public sector/municipal experience.
- Master’s degree in public administration, business administration, water resources, environmental sciences, engineering, natural sciences, or related field may be substituted for level of experience.
While performing the duties of this position, the employee is regularly required to walk, stand, sit, kneel or crouch. The employee must have the ability to occasionally lift and/or move up to 50 pounds alone or with assistance, as available. The employee must be able to work under various weather conditions. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
SPECIAL REQUIREMENTS
Possession of a valid driver's license with safe driving record.
Bilingual English/Spanish speakers are eligible for a bonus per City policies.
Must complete FEMA ICS 100 and IS 700 training within six months of hire.
